Downtown Partnership of Baltimore (DPOB) administers the Operation Storefront Program, a localized grant initiative designed to strengthen the economic vitality of downtown Baltimore by supporting small businesses within a defined commercial boundary. This boundary corresponds with the Downtown Management Authority district, encompassing key corridors of the city such as the Inner Harbor, Downtown Core, and select blocks near the University of Maryland and Lexington Market areas. The program’s goal is to drive foot traffic, improve storefront aesthetics, and enhance the business environment by supporting targeted capital and consulting investments for ground-floor commercial tenants. DPOB, a recognized nonprofit organization focused on urban revitalization and economic development, developed Operation Storefront to assist local businesses with professional services and physical upgrades that increase customer engagement and operational efficiency. The program reflects DPOB's broader mission to foster a thriving downtown community through public-private partnerships, strategic investment, and place-based initiatives. As such, the Operation Storefront Program provides direct grant support to eligible businesses for either technical retail consulting or interior renovations that meet specific storefront design standards set by DPOB. Eligible uses of funding under this program fall into two categories. The first includes retail consulting services such as space planning, interior architecture, visual merchandising, retail operations strategy, signage design, branding, and related technical assistance. The second covers interior improvements like renovations, purchase and installation of furniture and fixtures, acquisition of equipment, and fabrication and installation of signage. All physical improvements must align with DPOB’s storefront improvement guidelines to ensure a cohesive visual standard across the downtown commercial district. Applications are accepted on a rolling basis, allowing businesses to apply at any time; however, businesses submitting their applications by February 27, 2026, will be given priority during the current funding round. Applicants are encouraged to contact DPOB’s economic development team at [email protected] for additional support, including one-on-one consultation and access to a curated network of retail consultants. This engagement is designed to ensure proposals are aligned with DPOB's program criteria and downtown aesthetic standards. There is no pre-application requirement; the process begins with submission of a completed application form through the DPOB portal. The review process is internal and based on criteria such as business viability, alignment with program objectives, quality of the proposed improvements, and potential neighborhood impact. Awards are made on a discretionary basis, and all funding decisions are final. The Operation Storefront Program is open to retail businesses occupying ground-floor spaces within the boundaries of the Downtown Management Authority district. Funding is provided directly by DPOB, a private nonprofit organization. At present, the program has no fixed closing date, making it an ongoing opportunity. However, the February 27, 2026 soft priority deadline serves as a marker for initial batch evaluation. No cost share or matching funds are required to apply. The program does not currently indicate a specific performance period or recurrence interval, suggesting an ongoing funding availability subject to organizational discretion and available budget.
