The Spurring Projects to Advance Energy Research and Knowledge Swiftly (SPARKS) funding opportunity, issued by the Advanced Research Projects Agency–Energy (ARPA-E) within the U.S. Department of Energy (DOE), supports early-stage, high-risk energy research with potential for transformative impact. The agency, chartered under the America COMPETES Act and amended by the Energy Act of 2020, aims to enhance the economic and energy security of the U.S. through innovative energy technologies. These include reducing foreign energy imports, lowering emissions, improving energy efficiency across sectors, managing radioactive waste, and strengthening the resilience and reliability of energy infrastructure. ARPA-E is uniquely positioned to fund disruptive innovations that can generate entirely new technological paradigms rather than simply iterating on existing learning curves. SPARKS awards provide a broad, flexible mechanism for applicants to propose high-impact concepts outside the scope of existing focused ARPA-E technology programs. ARPA-E's focused programs are developed through extensive stakeholder engagement and are targeted at specific technologies. However, SPARKS is intentionally left open-ended to accommodate emerging research ideas that do not yet fit within predefined categories. The goal is to encourage exploratory work or analytical studies that may later inform more defined funding programs. Awards may also fund proof-of-concept work for technology concepts potentially relevant to ongoing ARPA-E initiatives. Applicants may request up to $500,000 in federal funds, with project durations not exceeding 18 months. The total program budget is approximately $10 million annually, subject to Congressional appropriations. SPARKS awards are structured as either fixed-amount or cost-reimbursable grants, depending on the applicant type and cost share requirements. Domestic educational institutions, nonprofits, small businesses, and FFRDCs may apply without cost share. In contrast, large for-profit applicants must contribute 20% of the total project cost. ARPA-E will determine appropriate funding mechanisms and milestones for each selected project. Eligibility is broad. U.S. citizens and permanent residents may apply as individuals or team leads, but funding will be awarded to an entity formed by the applicant. Domestic for-profits, nonprofits, educational institutions, FFRDCs, and some foreign entities are eligible with conditions. Foreign applicants must designate a U.S.-incorporated affiliate to receive funding, and all project work must be conducted in the U.S. unless granted a waiver. Applicants may apply individually or form consortia, which must include a U.S.-based lead with defined governance and cost-sharing agreements. Applications must be submitted via ARPA-E eXCHANGE, the agency’s dedicated online portal. The FOA remains open continuously and will be revised annually, with submissions accepted at any time. The current deadline for applications is September 30, 2029. There is no LOI or pre-proposal phase, but concept papers are mandatory. These must not exceed four pages and should follow ARPA-E’s specified template. Submissions must include a concise project abstract, technical approach, innovation potential, impact analysis, and team capabilities. ARPA-E uses a merit-based review process focused on impact potential, innovation, technical risk, and project planning. Proposals should clearly define how the project will contribute to a transformative shift in energy technology and align with one or more of ARPA-E’s statutory goals. Concept papers will be reviewed for responsiveness and scientific distinctiveness from existing federally funded projects. Selected applicants will be invited to submit full proposals.
