The Illinois Department of Human Services (IDHS), through its Division of Developmental Disabilities (DDD), is offering funding under the Residential Respite Program (89D). This program aims to support individuals with intellectual and developmental disabilities (I/DD) who are not currently receiving Home and Community-Based Waiver (HCBW) services. The initiative is designed to offer short-term out-of-home care in licensed residential, community-based settings to alleviate caregiver burden, reduce the potential for crises, and help maintain individuals in their home environments. The Residential Respite Program operates on a fee-for-service basis and provides assistance for both planned and emergency scenarios, such as caregiver illness, hospitalization, family emergencies, or significant changes in caregiving arrangements. It is particularly targeted at situations where caregivers may face temporary challenges that prevent them from providing consistent care. Emergency and crisis designations include cases of homelessness, abuse, or neglect, and program access is contingent on an official vacancy in the residential setting used as the respite site. Only beds not regularly used by permanent residents may be designated for this purpose. Grantees must be licensed providers operating within the IDHS CILA regulatory framework (Rules 115, 116, and 120) and have an official contract with the state. Service providers must demonstrate experience with the I/DD population, possess the infrastructure to meet the program's objectives, and comply with state-level mandates, including intake procedures and appropriate staff credentialing. All individuals served must have a formal I/DD diagnosis and must not be concurrently enrolled in any waiver-funded service programs. The total funding available for this grant opportunity is $200,000, supported entirely by State funds. Although the number of awards is currently undetermined, individual award amounts are negotiable. Cost sharing or matching requirements are not imposed, and indirect costs are permitted without restriction. Applications must be submitted electronically by April 23, 2026, at 5:00 p.m. CST. The program start date is projected for no earlier than July 1, 2026, with performance periods extending through June 30, 2029. Up to two one-year renewals may be offered based on satisfactory performance and continued appropriations. Applicants must be in good standing with the Illinois Secretary of State, not be listed on exclusion or sanctions databases, and be registered in SAM.gov with an active Unique Entity Identifier (UEI). Submission requirements include a completed application narrative, a budget via the CSA system, a PDF of that budget, a Grantee Conflict of Interest Disclosure form, and a Uniform Application for State Grant Assistance. A technical assistance session is offered (but not mandatory) on April 2, 2026. Completed applications must be submitted via email to [email protected] with the subject line referencing the opportunity number and program name. The merit review process will score applications on need, capacity, and quality of services (worth 75 points combined), an executive summary (15 points), and budget justification (10 points), for a total of 100 points. Programs must meet standards for serving I/DD individuals exclusively, document outputs such as satisfaction surveys and referrals, and ensure that administrative costs remain proportionally small. Reporting obligations include periodic and annual reports detailing demographic information and program deliverables.
