The City’s Initiative Grant Program is a recurring funding opportunity administered by Houston Arts Alliance (HAA) on behalf of the City of Houston. Funded through the City’s Hotel Occupancy Tax (HOT), this program is distinct from other HOT-funded programs and is governed by a separate legal and contractual framework. The grant supports strategic, community-engaged, and creative programming that reinforces Houston’s cultural identity and promotes tourism. It is open to individual artists, creatives, and 501(c)(3) nonprofit organizations headquartered in Houston, as well as fiscally sponsored projects based in the city. All activities funded by this program must occur within the Houston city limits. The City’s Initiative offers typical awards ranging between $5,000 and $10,000, though larger amounts may be requested within specific funding areas in designated rounds, subject to a mandatory preliminary meeting. Funding may only be used for direct project-related costs, including artist fees, marketing, and production. Ineligible expenses include travel outside Houston, capital purchases, catering, professional development, and administrative overheads exceeding established limits. Applicants must propose projects with a public presentation component, either in person within Houston or as a live, virtual event open to the general public. The grant supports three thematic funding areas: Art + Disaster Resilience Awareness, Art + Neighborhood Cultural Destinations, and Art + Conference Tourism. Each has specific goals, such as raising climate awareness, celebrating local culture in neighborhoods, or integrating arts into conferences. Projects must align with one of these areas and demonstrate community engagement, measurable impact, strong social media presence, and support for local artists. Applicants may only submit one application per grant program per year, and a project funded once may not be submitted again in its original form. For 2025, the City’s Initiative includes three rounds: Round 1 (March 24–April 22) for events occurring between August 1, 2025 and August 1, 2026; Round 2 (May 26–June 24) for events between October 1, 2025 and October 1, 2026; and Round 3 (August 29–September 27) for events between January 1 and December 31, 2026. Applicants must submit complete applications via the HAA Online Grants Portal by 11:59 p.m. CDT on the respective deadline. Late or incomplete applications are not accepted. Once submitted, applications cannot be revised. The review process includes staff verification, peer panel scoring based on a 100-point scale, and approval by the HAA Grants Committee and the City of Houston. Scoring criteria include artistic quality, community impact, promotion and accessibility, and budget feasibility. Required documentation includes proof of age and residency or headquarters in Houston, a detailed budget, and artistic work samples. Fiscal sponsors must also submit a sponsorship agreement and comply with strict governance and documentation standards. Award notifications are issued via email, and contracts must be signed within 120 days. Final reports are due within 30 days of the grant term’s end. Recipients must publicly acknowledge the support of the City of Houston and HAA in all event materials. Spanish-language and disability assistance is available.
