BJA FY25 Residential Substance Abuse Treatment for State Prisoners Formula Grants Program

The Bureau of Justice Assistance (BJA), a component of the U.S. Department of Justice’s Office of Justice Programs, administers the Residential Substance Abuse Treatment (RSAT) for State Prisoners Formula Grants Program. This initiative seeks to enhance the capabilities of state, local, and tribal governments in delivering science-based residential substance use disorder (SUD) treatment and recovery support services to individuals during incarceration. The program also supports the continuation of care following release through community-based aftercare services, with a strong emphasis on reintegration and reducing recidivism. The RSAT program addresses the need for evidence-based, therapeutic interventions in correctional environments, particularly for individuals with co-occurring mental health and substance use disorders. Its multifaceted goals include the implementation and maintenance of drug-free prisons and jails, improving access to treatment, fostering continuity of care post-release, and establishing robust aftercare services. The program allows for four track types: pretrial SUD treatment, jail-based residential SUD treatment, prison-based residential SUD treatment, and stand-alone aftercare services. Residential programs must engage participants for a minimum duration and establish therapeutic communities separated from the general population, while ensuring periodic and random drug testing. Under the FY25 RSAT Formula Grants Program, a total of $14,431,388 is available for distribution, with individual awards ranging from approximately $58,629 to $1,207,840. Awards will be allocated based on a statutory formula: each state receives a base allocation of 0.4% of total funds, with the remainder distributed proportionally based on state prison population. The anticipated period of performance is 48 months beginning October 1, 2025. Applicants are encouraged to budget realistically, as actual allocations may be lower than in previous years—FY25 funding is expected to be 52% less than FY24 levels. Matching funds are required; federal funds may cover no more than 75% of the total project cost, with recipients contributing at least 25% through cash or in-kind support. Only U.S. state governments and eligible territories may apply, including the District of Columbia and U.S. territories such as Guam, Puerto Rico, and American Samoa. Eligibility is contingent upon coordination between state correctional authorities and state SUD agencies, and at least 10% of each award must be passed through to local correctional facilities where they exist. Exceptions to the pass-through requirement may be granted with written justification. All applicants must comply with civil rights laws and DOJ grant management requirements. The application process is divided into two steps. Applicants must first submit the SF-424 form via Grants.gov by April 20, 2026, at 11:59 PM ET. Then, the full application must be submitted in JustGrants by April 27, 2026, at 8:59 PM ET. The application must include a project narrative, budget detail form, required certifications, and other supporting documentation. Proposal narratives should detail the project’s need, goals, implementation plan, data collection methods, and compliance with RSAT-specific requirements, such as aftercare and drug testing protocols. Applicants must maintain active registration in SAM.gov and complete required financial and organizational risk assessments. Recipients will be required to submit quarterly financial and performance reports through the BJA Performance Measurement Tool (PMT) and JustGrants. Additional oversight, including audits, may apply.
