Small Grants Program

The Portland Parks Foundation Small Grants Program supports community-based organizations within the city of Portland that work to promote equitable access to parks, community gardens, natural areas, and recreation centers. This initiative was established through a generous bequest from Nancy Hebb Freeman, an artist and dedicated park enthusiast. The foundation operates with the motto “We help people help parks,” acknowledging the wide-ranging value of parks for individual and community wellbeing, green infrastructure, economic development, transportation, cultural activities, and social connection. The Small Grants Program specifically targets disparities in access to safe, well-maintained parks that meet the distinct needs of Portland's diverse communities. The Foundation emphasizes support for organizations serving historically marginalized groups, including low-income populations and communities of color. This focus reflects its commitment to justice, equity, diversity, and inclusion in urban green spaces. Grants are offered in the amount of $2,000 per cycle. The Spring cycle accepts applications from March 1 to April 15, with decisions made within eight weeks. Funds are typically disbursed by mid-June. The Fall 2025 cycle is currently on hold. Awarded projects must be completed within 12 months of notification. Applicants are encouraged to submit through the online portal by creating an account, and inquiries can be directed to Jason Brown, Program Manager, via email. The application process requires organizations to provide detailed information about their mission, community impact, partnerships, and project timelines and budgets if applying for program-specific support. Priority is given to applicants who demonstrate alignment with the Foundation’s goals of expanding equitable park access. Applications are evaluated by community reviewers and should be thorough, especially for those unfamiliar with the organization. Applicants must be 501(c)(3) nonprofits or have a fiscal sponsor, and some projects may require approval from Portland Parks & Recreation or associated agencies. Supporting documentation such as IRS determination letters and letters of project approval must be uploaded as part of the application. The Foundation also encourages awardees and community members to participate in its broader awards and recognition efforts, such as the Parks Champion Award.
