Grant Description

The New York State Department of Health (NYSDOH), AIDS Institute, and Health Research, Inc. (HRI) are offering funding under Component C of RFA #20760: “Ending Epidemics Education, Training and Technical Assistance Services.” This component is designed to enhance the digital learning infrastructure across the initiative through the establishment of a single Distance Learning Resource Center. The selected applicant will provide statewide support in developing, optimizing, and deploying distance education tools and technologies for use by all grantees funded under Components A through E. The funding reflects NYSDOH's commitment to integrating technology into public health education and aligns with its overarching goal of ending epidemics while advancing health equity and racial justice. The Distance Learning Resource Center will be responsible for expanding the capacity of AIDS Institute-funded training providers to use digital tools effectively. This includes developing asynchronous learning content, interactive webinars, and digital resource libraries. The selected entity must also provide technical assistance on the use of emerging platforms, ensure compliance with accessibility standards such as the Americans with Disabilities Act (ADA), and contribute guidance on appropriate applications of artificial intelligence in education. Coordination with other grantees is essential to ensure that all distance learning activities are cohesive, stigma-free, and reflective of the state’s public health priorities. The Center must also maintain and advise on asynchronous course platforms, ensure that content is accessible and engaging, and regularly report on usage and effectiveness. The organization will be expected to work collaboratively with the NYSDOH AIDS Institute and provide training on integrating digital technologies into public health instruction. Additionally, it will assist in marketing these tools and building provider engagement through digital media strategies. The total funding allocated for Component C is $150,000 annually, for a total of $750,000 over five years. No match is required, and this is a statewide initiative. The initial contract term is 60 months, with anticipated commencement on December 1, 2026, following the anticipated award date of August 1, 2026. All funds must be used in accordance with NYSDOH guidance and as payer of last resort, ensuring other billing options are exhausted first. Applications must be submitted via the Statewide Financial System (SFS) as a complete PDF by 4:00 PM ET on May 12, 2026. A Letter of Interest is not required, and no applicant conference will be held. Eligible applicants include not-for-profit 501(c)(3) organizations and government agencies operating in New York State, with at least three years’ experience developing and delivering distance learning related to public health topics such as HIV, STIs, hepatitis, LGBTQAI+ health, or substance use.
