Grant Description

The U.S. Department of State’s Bureau of Global Health Security and Diplomacy (GHSD) is inviting eligible organizations to submit project concepts under the “Advancing Global Health” Annual Program Statement (APS), opportunity number DFOP0017890. This initiative is part of a broader strategy to operationalize the America First Global Health Strategy through partnerships and targeted health investments that promote self-reliance, system strengthening, and measurable outcomes. The APS enables a framework for issuing specific Addenda that address identified gaps and priorities in global health implementation efforts. Proposals submitted must align with these Addenda and support bilateral Memoranda of Understanding (MOUs) established between the United States and partner governments. Under this APS, the GHSD is authorized to provide funding in the form of grants or cooperative agreements, with award sizes ranging from $500,000 to $250 million and a total funding potential of up to $4.5 billion, contingent on the availability of funds. The expected performance period for awards is up to five years. Projects are meant to complement and extend efforts outlined in MOUs, with emphasis on technical assistance, operational support, and capacity building that advance national-level health objectives. Substantial involvement from the Department may be required for cooperative agreements, including joint decision-making and technical oversight. The application process begins with the submission of a Statement of Interest (SOI), which must directly respond to a specific Addendum released under this APS. SOIs must present a clear project title, proposed activities, anticipated results, partnering organizations (if applicable), and an outline of non-federal cost share contributions, if any. Successful SOIs may proceed to a collaborative co-design process or full application development. Importantly, organizations must be registered in SAM.gov and possess a Unique Entity Identifier (UEI) before submitting a full application, although registration is not required for the SOI stage. Applicants may include U.S. and foreign non-profit and for-profit entities, institutions of higher education, faith-based organizations, governmental bodies, and public international organizations. Cost-sharing is not mandatory and is not factored into the merit review, although it may be discussed during project negotiations. The Department has outlined funding restrictions consistent with federal law, including prohibitions related to terrorism, human rights violations, drone procurement from restricted entities, and activities that encourage mass migration toward the U.S. border. Leahy Law and anti-trafficking compliance measures also apply for relevant activities and budget levels. SOIs are accepted on a rolling basis within quarterly windows. Each window has a specific deadline and associated Q&A periods, with upcoming due dates including May 31, August 14, November 14, and February 14. Applicants are encouraged to submit applications early and to monitor grants.gov or MyGrants for the publication of Addenda, which define priority areas of investment. Merit review panels will assess SOIs based on alignment with program priorities, clarity of the proposed idea, organizational capacity, and potential for achieving program goals. Final funding determinations are made by senior GHSD officials. Awards are not guaranteed, and applicants should not incur expenses until formal award documentation is received. Post-award, recipients must adhere to reporting, compliance, and policy obligations, including Foreign Assistance Data Review tracking and Department of State Standard Terms and Conditions.
