This funding opportunity provides financial support to organizations that will create and deliver specialized training and resources to improve health outcomes for populations in New York State affected by HIV, viral hepatitis, STIs, substance use, trauma, and legal issues.
The New York State Department of Health (NYSDOH), AIDS Institute, Office of the Medical Director, in partnership with Health Research, Inc. (HRI), is offering substantial funding opportunities through RFA #20760 for Component B: Topic-Specific Training Centers of Expertise. This initiative is part of the broader “Ending Epidemics Education, Training and Technical Assistance Services” strategy, which aims to combat persistent health disparities and improve health outcomes across New York State. Component B is designed to support seven distinct Centers of Expertise, each focusing on one of the key syndemic health challenges affecting priority populations, including HIV, viral hepatitis, STIs, LGBTQAI+ health, substance use, trauma, and legal issues impacting public health. Through this component, the Department will select seven qualified contractors, each responsible for a specific topic area: Promoting Sexual Health; Promoting Health for LGBTQAI+ People; Promoting Health for People Who Use Drugs (PWUD); Improving Health Outcomes for Populations Impacted by Viral Hepatitis; Improving Health Outcomes of People Living with HIV Across the Lifespan; Legal Issues Impacting People with HIV, STIs, or Viral Hepatitis; and Trauma-Informed Care. Selected applicants will be charged with designing and delivering evidence-based, culturally competent training, technical assistance, and capacity-building programs statewide. The initiative focuses on preparing public health and human services providers to effectively serve populations disproportionately affected by these intersecting health concerns. Funded entities will be responsible for developing topic-specific curricula and educational resources, delivering live and virtual training sessions, and collaborating closely with other funded entities under Components A, C, D, and E. Each Center must maintain an accessible, stigma-free learning environment and demonstrate a strong foundation in their respective subject matter, with a minimum of three years' experience in training, service delivery, or scholarly engagement in the topic area. Staff must also possess expertise in health equity, trauma-informed care, cultural humility, and related principles. The total available funding for Component B is $1,221,593 annually, resulting in $6,107,965 over the full 60-month contract period. Each Center of Expertise will receive a topic-specific annual award ranging between $130,000 and $240,000, depending on the subject area. No matching funds are required, and all funds must be used in accordance with state and federal guidelines that prioritize third-party reimbursement before grant funds are applied. Applications must be submitted via the New York State Statewide Financial System (SFS) in a single complete PDF format by May 12, 2026, at 4:00 PM ET. Awards are anticipated by August 1, 2026. A Letter of Interest is not required, and no pre-application conference is scheduled. Proposals will be evaluated based on their alignment with the AIDS Institute’s strategic priorities and capacity to advance health equity through specialized, impactful training and technical assistance services.
