OJJDP FY25 Title II Formula Grants Program Training and Technical Assistance Center
This funding opportunity provides financial support to organizations that will help states and territories improve their juvenile justice systems and ensure compliance with federal laws aimed at preventing delinquency and supporting at-risk youth.
The U.S. Department of Justice, through its Office of Juvenile Justice and Delinquency Prevention (OJJDP), has released a funding opportunity for the Title II Formula Grants Program Training and Technical Assistance Center. This program is designed to enhance state and territory compliance with the Juvenile Justice and Delinquency Prevention Act (JJDPA) and to support the effective operation of juvenile justice systems at various governmental levels, including state, territory, Tribal, and local agencies. The initiative aims to strengthen systemic compliance with JJDPA core requirements and help grantees develop and implement three-year state plans. The awarded organization will develop a comprehensive technical assistance program to address a wide array of juvenile justice issues. This includes supporting state efforts in delinquency prevention, intervention, treatment, placement, and aftercare using evidence-based strategies. It also involves assisting with policy and procedure manuals for compliance monitoring, curriculum development for training, and custom learning sessions that align with the Title II program's objectives. The deliverables are meant to foster a consistent, effective compliance infrastructure and build capacity among stakeholders through both one-on-one and group-based support modalities. The total funding available for this opportunity is $2,000,000, with a single award expected. The performance period is anticipated to begin on October 1, 2025, and span 36 months. The award will be made as a cooperative agreement, ensuring substantial involvement by OJJDP in the execution of funded activities. No cost-sharing or match is required, and a wide range of organizations are eligible to apply, including educational institutions, nonprofit and for-profit entities, and small businesses, regardless of 501(c)(3) status. Applicants may submit more than one application if each proposes a distinct project. Applications must be submitted through a two-step process: an SF-424 form must be submitted via Grants.gov by April 30, 2026, at 11:59 p.m. ET. The full application must then be completed in the JustGrants portal by May 7, 2026, at 8:59 p.m. ET. Required components include a proposal narrative (up to 30 pages), budget detail form, timeline, resumes of key staff, and disclosures such as lobbying activities, duplication in cost items, and assurance documents. The applicant must also register or maintain an active registration with SAM.gov. Applications will be evaluated on several criteria, including the clarity of the problem statement, the robustness of the project design and implementation plan, organizational capacity and competencies, and the appropriateness of the budget. Priority consideration will be given to projects that support law enforcement, combat violent crime, protect American children and trafficking victims, and provide services to American citizens. For assistance, applicants may contact the OJP Response Center via email at [email protected] or phone at 800–851–3420. Technical assistance is also available through SAM.gov, Grants.gov, and JustGrants service desks. This funding opportunity is anticipated to recur, with future iterations dependent on availability of appropriations and successful performance under the current program.
