Grant Description

The Adult Treatment Court Program administered by the Bureau of Justice Assistance (BJA), under the U.S. Department of Justice, offers comprehensive funding to support adult treatment courts (ATCs) aimed at reducing substance use, overdose fatalities, and recidivism among high-risk and high-need individuals involved in the criminal justice system. This program provides a structured judicial environment that integrates substance use disorder (SUD) treatment, mandatory drug testing, incentives and sanctions, and recovery support services. The program's central mission is to enhance public safety and improve health outcomes for individuals with SUDs by promoting treatment-based alternatives to incarceration. The funding is offered across three distinct categories. Category 1 supports planning and implementation efforts for jurisdictions establishing new ATCs. It provides resources for a six-month planning phase followed by implementation, covering essential services such as behavioral health treatment, peer support, housing assistance, and employment services. Category 2 targets jurisdictions with existing ATCs, enabling them to enhance their operational capacity, improve service quality, and scale access to critical support systems. Category 3 focuses on statewide efforts, providing larger-scale funding for state agencies to expand and support ATCs across their jurisdictions through new court creation, expanded treatment services, training initiatives, and improved data tracking and analysis. The anticipated total funding under this opportunity is approximately $48.7 million, with individual award ceilings of $950,000 (Category 1), $1,000,000 (Category 2), and $2,500,000 (Category 3). All awards are subject to a 25% cost sharing requirement unless waived, and the typical performance period is 48 months, beginning October 1, 2025. Allowable costs include personnel, training, drug testing supplies, data management systems, transitional housing support, and more. Prohibited costs include entertainment, vehicle purchases, stipends, and legal services for undocumented individuals. Applicants must follow a strict calculation formula for the cost share, ensuring no more than 75% of total project costs are covered by federal funds. Eligible applicants include state governments, county and city governments, tribal entities, and other local government units for Categories 1 and 2. For Category 3, only state agencies may apply. All applicants must demonstrate legal authority to operate the treatment court and coordinate with judicial, treatment, and supervisory partners. Violent offenders, as defined by statute, are excluded from participation in programs funded by this grant. Programs requiring pre-incarceration are ineligible unless incarceration is statutorily mandated and treatment begins immediately after. Applications must be submitted in a two-step process. First, applicants complete the SF-424 in Grants.gov by April 27, 2026, at 11:59 p.m. ET. Then, the full application is submitted through JustGrants by May 4, 2026, at 8:59 p.m. ET. Required components include a proposal abstract, proposal narrative, detailed budget, letters of support, MOUs with key partners, and relevant certifications. Applications are reviewed based on need, design, implementation strategy, organizational capacity, sustainability, and budget justification. Technical assistance is available via the OJP Response Center and support teams for Grants.gov, SAM.gov, and JustGrants. Award notifications will be issued through JustGrants, with decisions based on peer review, program priorities, and geographic considerations. While future funding may be available, this grant does not guarantee continuation beyond the award period. BJA emphasizes compliance with federal civil rights laws and mandates ongoing performance reporting throughout the project lifecycle.
