Grant Description

The U.S. Department of Energy (DOE) Office of Indian Energy Policy and Programs has issued the "Unleashing Tribal Energy Development" funding opportunity (DE-FOA-0003548) to support the advancement of energy infrastructure and sovereignty in Tribal communities. This funding opportunity is backed by the Energy Policy Act of 2005 and aligns with Executive Order 14154 and subsequent policy directives aimed at expanding the deployment of affordable, reliable, and secure energy in Indian Country. With a total of $50 million available, the initiative seeks to strengthen Tribal energy and economic infrastructure through both deployment-ready energy projects and comprehensive pre-development planning efforts. The program is divided into three topic areas. Topic Area 1 supports the deployment of community-scale energy systems that are implementation-ready. These projects must use commercially proven and warrantied technologies and be based on a comprehensive feasibility study and near-final design documentation. Projects may include energy generation systems (e.g., solar, biomass, CHP), energy efficiency retrofits, microgrids for resilience, and infrastructure upgrades to expand electricity access in Tribal communities. Topic Area 2 focuses on funding all pre-development activities necessary to bring a community-scale energy project from concept to deployment readiness. This includes energy planning, feasibility assessments, energy audits, and design and engineering tasks. Topic Area 3 targets large-scale, commercial energy development on Tribal lands, offering funding for advanced feasibility studies, market analyses, business planning, and technical due diligence to prepare projects for private or federal investment. Eligible applicants include Indian Tribes (including Alaska Native regional and village corporations), Tribal and intertribal organizations, Tribal Energy Development Organizations (TEDOs), and Tribal Colleges and Universities. Applications may also be submitted by authorized Tribal Organizations on behalf of one or more Tribes. Cost share requirements vary by topic: Topic Area 1 requires a minimum 10% cost share, while Topic Areas 2 and 3 do not require matching funds. All work must be performed in the U.S., and participation of foreign entities is only permitted with explicit DOE waiver approval. Applications must be submitted via the IE-Exchange portal by 5:00 p.m. ET on July 24, 2026. The portal requires applicants to complete registrations with SAM.gov and Grants.gov in advance. Submissions must include technical narratives, detailed budgets, site and design documentation, Tribal Council resolutions, and letters of commitment. Specific templates and format requirements are provided in the portal and in Part 2 of the NOFO. The DOE also offers an informational webinar on April 9, 2026, to guide applicants. Awards are expected to be announced by November 20, 2026, with an anticipated award start date of February 3, 2027. Funded projects may span between 12 and 48 months. Evaluation of applications will be based on technical merit, impact, project readiness (for Topic Area 1), and alignment with DOE’s energy goals. The DOE may also consider geographic diversity, economic need, and project scalability. The program emphasizes the advancement of Tribal sovereignty and economic self-determination by enabling Tribes to develop and manage their own energy resources.
