Grant Description

The Parent Information and Training (PTI) Program, administered by the Office of Special Education and Rehabilitative Services (OSERS) through the Rehabilitation Services Administration (RSA), aims to support individuals with disabilities and their families in achieving independent living and employment goals. This initiative provides grant funding to nonprofit organizations that demonstrate strong capacity to coordinate and deliver relevant training and informational services. The program focuses on improving access to resources for people with disabilities and ensuring these individuals can engage in meaningful employment and community integration. Funded under Assistance Listing Number (ALN) 84.235F, this effort is authorized through the Rehabilitation Act of 1973, as amended. The FY2026 opportunity is structured to support one Regional PTI Center located in Region C–2, encompassing Iowa, Kansas, Missouri, Montana, Nebraska, North Dakota, South Dakota, and Wyoming. This center will serve as a central hub for training and disseminating information to individuals with disabilities and their families across these eight states. Applicants must exhibit organizational capability to effectively conduct the activities outlined in Section 303(c) of the Rehabilitation Act, and must coordinate closely with existing centers such as Independent Living Centers, Parent Training and Information Centers (PTIs) under the IDEA, Community Parent Resource Centers, and other relevant entities. To be eligible, applicants must be private nonprofit organizations governed by a board of directors that includes professionals from the vocational rehabilitation field and a majority of members who are individuals with disabilities or their family members, guardians, or advocates. Alternatively, the organization must demonstrate similar representation through a special governing committee. The applying organization must show the ability to serve individuals with a full range of disabilities and their support networks across the designated region. Specific emphasis is placed on collaborative practices and inclusive service delivery. Applications became available on March 24, 2026, and are due by April 24, 2026. The deadline for intergovernmental review is June 23, 2026. Applicants are directed to consult the Department of Education’s Common Instructions for Discretionary Grant Applications published in the Federal Register on August 29, 2025, which detail formatting, submission, and registration requirements necessary for completing the application process via Grants.gov. A Unique Entity Identifier (UEI), registration in SAM.gov, and timely submission through the electronic portal are required components. The estimated total program funding for this grant is $300,000, with a single expected award. No cost-sharing or matching is required, and the full funding amount represents the award ceiling. The grant is discretionary in nature and does not recur annually. Proposals will be evaluated based on their demonstration of organizational expertise, alignment with statutory requirements, and capacity to coordinate with relevant agencies and provide training effectively to the target population. Further information may be obtained from Tara Jordan at the U.S. Department of Education, via telephone at (202) 987-0143 or email at [email protected]. This funding opportunity represents a critical federal investment in the empowerment of individuals with disabilities and the advancement of inclusive, community-based support systems across Region C–2.
