Placemaking Grant Program
This program provides funding to community groups, businesses, and residents in Charlotte to transform underutilized public spaces into vibrant, accessible areas that reflect local needs and enhance community identity.
The Placemaking Grant Program is a public initiative launched by the City of Charlotte’s Urban Design Center to support community-led efforts that activate and transform underutilized public spaces across the city. Established in 2018, the program operates under the Planning, Design & Development Department and aims to enhance community vibrancy, safety, and identity through small-scale, high-impact projects. It empowers neighborhoods, residents, and businesses to define the character of their communities by funding physical improvements, beautification efforts, and community gathering installations. Since inception, the program has directly invested over one million dollars into Charlotte neighborhoods through grants and technical assistance. The program defines placemaking as a collaborative process that emphasizes the human experience in public space design. It encourages applicants to reimagine leftover or underused areas—such as sidewalks, medians, or blank walls—into active, vibrant places that reflect the needs and aspirations of the surrounding community. Eligible project types include wall murals, street furniture, parklets, swings, sidewalk dining, pop-up plazas, community agriculture, playscapes, green infrastructure, and signal cabinet wraps, among others. Technical Assistance Grants are also available to support neighborhoods in identifying opportunities and crafting community-driven project plans, especially for applicants needing guidance on project direction. Applicants may request funding between $5,000 and $25,000 to support design, permitting, materials, artist fees, and other direct implementation costs. Projects requiring ongoing maintenance, such as green infrastructure or street furniture, must include a signed maintenance plan from the property owner. All projects must enhance the public realm and be visible and accessible to the public at all times. Projects on private property are eligible only if they are located outdoors and meet the visibility and accessibility criteria. The grant does not support personal use, salaries, political activity, or non-grant-related expenditures. For high-cost items over $1,000, a quote or price documentation is required. Applications for the 2026 grant cycle opened on March 20, 2026, and are due by 5:00 PM on May 1, 2026. A mandatory startup workshop will be held for all awarded projects on June 22, 2026, and final project installations must be completed by May 2027. The evaluation process considers budget realism, community collaboration, project viability, visibility, innovation, and social impact. Bonus consideration is given to projects located within Charlotte’s designated Corridors of Opportunity. Applicants must be neighborhood or homeowners’ associations, community groups, businesses, merchant organizations, or individuals part of a project team of at least three people. Applicant groups must include individuals who reside within the city limits of Charlotte. All projects must be supported by a letter from the local neighborhood association or equivalent organization, and when located on private or county property, an additional letter from the property owner is required. Submissions must include a project description, location photos, a site map, estimated budget, and supporting design and engagement materials. Applicants may also be eligible for additional funding if the project aligns with the city's Strategic Energy Action Plan or addresses environmental or climate-related goals. The grant process includes optional Q&A sessions, assistance from city staff with permitting and design, and continuous support during implementation. Awardees will have access to resources such as the Placemaking Hub, Creative Pool of local artists, and technical guidance from the Urban Design Center throughout the development timeline. Final projects are showcased publicly to celebrate community innovation and urban transformation.
