The SIPA GovGrants Program is the flagship funding initiative of the Colorado Statewide Internet Portal Authority (SIPA), a state-established entity created in 2004 to enhance digital accessibility and technological service delivery for Colorado residents. SIPA supports governments throughout Colorado—including state agencies, local governments, special districts, public K-12 schools, and public higher education institutions—by providing technology services and grant funding aimed at modernizing public services. In 2024, SIPA significantly expanded its funding commitment through the launch of the SIPA GovGrants Program, which has since distributed over $30 million across more than 80 grant awards. This grant program targets civic technology innovation, aiming to make government services more effective and efficient by investing in modern, scalable, and impactful technology solutions. The initiative is explicitly aligned with SIPA’s mission to deliver digital tools that directly benefit residents, especially those in underserved communities such as low-income populations, youth, and small businesses. Grantees are expected to propose solutions that are clearly defined, supported by a theory of change or prior implementation evidence, and sustainable over the long term. Grants under this program start at $25,000, with no formal upper limit. However, projects requesting over $500,000 are subjected to greater scrutiny for feasibility, alignment with SIPA’s mission, and expected outcomes. All funds must be used for direct project costs; indirect expenses such as administrative overhead or pre-award reimbursements are disallowed. A phased implementation approach is preferred, especially for high-cost or high-risk projects. Each funded project is evaluated on its scalability and potential for replication across jurisdictions within Colorado. Eligibility for the SIPA GovGrants Program is limited to Colorado government entities that have an active Eligible Government Entity (EGE) agreement with SIPA. This includes state and local governments, special districts, and public educational institutions. SIPA maintains over 1,000 active EGE agreements, simplifying the eligibility verification process. All applications must be submitted online, with a narrative proposal, a detailed budget using the SIPA Applicant Budget Template, and any necessary exceptions to the standard Grant Agreement. Applications for the Spring 2026 cycle are currently open and will close on April 10, 2026. Applications are assessed using a multi-step evaluation process. First, SIPA staff confirm the applicant’s eligibility and readiness for implementation. Then, the SIPA GovGrants Committee evaluates each proposal against key criteria: alignment with SIPA’s mission, theory of change, implementation capacity, potential impact, scalability, and equity considerations. Preference is given to projects that serve underserved communities or align with the Governor's priorities in economy, education, health, and environment. Final decisions are made by the SIPA Board of Directors. Awarded applicants are required to identify measurable project outcomes or key performance indicators (KPIs) and enter into a formal Grant Agreement with SIPA. Grant disbursements are primarily handled on a reimbursement basis, contingent on regular quarterly narrative and financial reports. In certain circumstances, in-kind support or upfront disbursements may be provided. To ensure transparency and effectiveness, significant deviations from approved budgets or deliverables may lead to funding delays or adjustments. Applicants are advised to thoroughly review the SIPA GovGrants Program Manual before submission to ensure compliance with all requirements.
