Grant Description

The Artists Engage Community Grant is an opportunity administered by the Region 2 Arts Council (R2AC), funded through a legislative appropriation from Minnesota’s Arts and Cultural Heritage Fund. This fund is sustained by the voters of Minnesota via the Clean Water, Land, and Legacy Amendment, emphasizing a commitment to enhancing the quality of life through art and cultural programming. Region 2 Arts Council's mission is to spark creativity, increase arts access, and build inclusive communities in north-central Minnesota. The Artists Engage Community Grant is designed specifically for individual artists and culture bearers in Beltrami, Clearwater, Hubbard, Lake of the Woods, and Mahnomen counties. This grant supports artist-led arts activities that are accessible to the public and centered on community engagement. The program prioritizes projects that help embed the arts in everyday life across the five eligible counties. Funding may be used for a wide range of activities, including participatory art projects, arts classes and workshops, public art installations such as murals or concerts in parks, as well as exhibitions, performances, readings, or arts festivals. All projects must begin within 12 months of the earliest start date and conclude by June 30, 2026. Importantly, any project costs incurred before the official start date of June 1, 2026, will render the project ineligible for funding. To qualify, applicants must be artists or culture bearers aged 21 or older residing in one of the five eligible Minnesota counties for at least six months prior to the application deadline. Applicants must be U.S. citizens or legal residents and must not be enrolled in an academic arts program or seeking funds for credit-bearing courses or licensure renewal. Applicants are also ineligible if they are staff or immediate family members of the Region 2 Arts Council or its affiliated bodies. Collaborative projects with other applicants requesting funds for the same event will be disqualified. The application process is online and includes a series of demographic questions, narrative responses aligned with the grant's scoring criteria, and the submission of a resume, work samples, and a detailed project budget. Evaluation criteria focus on the applicant's artistic qualifications and vision, the level of community access and inclusion, the project’s overall impact, and the applicant’s ability to carry out the project. A community panel will review applications and provide scores based on these criteria. Additionally, up to five bonus points can be awarded for alignment with R2AC’s values, including intergenerational engagement, underserved location, inclusive outreach, first-time applicants, and equity-focused programming. Applicants are encouraged to consult the sample application and budget guidelines before submitting and can access direct support from staff via email or phone. The application opened in early 2026 and is currently active, with a submission deadline of April 15, 2026. An online review will take place on May 5, 2026, with final approval by the R2AC board anticipated on May 14, 2026. Funded projects may begin as early as June 1, 2026. The program runs annually, with the next expected cycle anticipated to open in April 2027. Applicants must be prepared to define clear, measurable outcomes for their proposed projects. These outcomes should reflect changes in knowledge, behavior, awareness, or condition among the targeted audience and should be evaluated using suitable metrics. Award recipients must also complete a W-9 tax form and are responsible for reporting the grant funds as income unless they choose to work with a fiscal sponsor. Fiscal sponsors can assume the financial responsibility and tax implications for the grant, subject to a formal agreement.
