Project Grants under North Carolina’s Library Services and Technology Act (LSTA) program are designed to support innovative, community-centered initiatives developed by eligible libraries throughout the state. These grants are federally funded through the Institute of Museum and Library Services (IMLS) and are administered by the State Library of North Carolina, a division of the N.C. Department of Natural and Cultural Resources. Applicants are expected to submit a need statement, measurable outcomes, a timeline of key milestones, and an evaluation plan that captures success metrics. Projects may be single-year or span up to three years. Each year of funding must be applied for individually, and continued support for years two and three depends on performance, reporting compliance, and demonstrated progress toward sustainability. The minimum funding request for Project Grants is $50,000, while the maximum is $100,000 for single-year projects and up to $150,000 annually for multi-year initiatives. Multi-year projects are subject to escalating local match requirements: a 33% local contribution is required in the second year (1:3 ratio), increasing to 50% in the third year (1:2 ratio). Sustainability planning is a required component, ensuring that funded services or programs can endure beyond the grant period. Multi-year grantees must submit quarterly progress reports and participate in a mid-year monitoring visit prior to submitting continuation applications. The application process for Project Grants involves two stages. First, applicants must submit a Letter of Intent (LOI) by November 1, 2025. Upon approval, they may proceed to submit a full application by March 1, 2026. Draft application reviews are available through February 13, 2026, with the support of State Library Consultants. Applications must be complete and submitted through the State Library of North Carolina’s Grant Management System (SLNC GMS) by 11:59 PM on the deadline date. Incomplete or ineligible applications will not be considered. Applicants are notified of awards by June 9, 2026. The anticipated start date for all funded projects is July 1, 2026.
