DCLA Cultural Development Fund
This funding opportunity provides financial support to nonprofit arts and cultural organizations in New York City that promote public access to the arts and engage the community through diverse cultural programs.
The Cultural Development Fund (CDF) grant program, administered by the New York City Department of Cultural Affairs (DCLA), is the city's primary vehicle for distributing public funding to nonprofit arts and cultural organizations. DCLA plays a pivotal role in enriching New York City's artistic ecosystem, supporting institutions and initiatives that foster community engagement and public access to the arts. Through the CDF, the department underscores its commitment to cultural equity, innovation, and public service in the arts sector. The Fiscal Year 2027 (FY27) cycle continues this mission, providing operational and programmatic support for organizations delivering cultural services within the five boroughs of New York City. The FY27 application cycle is open to all eligible organizations and covers the period from July 1, 2026, through June 30, 2027. Applications are due by 5:00 PM Eastern Time on Thursday, April 2, 2026. This deadline is firm, with no exceptions. However, organizations that previously received multi-year funding awards for FY27 will complete a renewal application in June 2026 instead. All prospective applicants must ensure their online portal accounts are current, and instructions are available in the CDF registration help guide. Importantly, submission is conducted entirely online via DCLA’s application portal, and all supporting materials must be uploaded there. To be eligible, applicants must be either nonprofit arts and cultural organizations or broader-mission nonprofits with arts components. Eligible organizations must have delivered arts services in New York City consistently for the past two years and maintain their administrative and operational base in the city. Additional requirements include incorporation as a New York State nonprofit by fiscal year 2024, possession of a unique Federal EIN, and tax-exempt status under IRS 501(c)(3). Organizations may also apply through a DCLA-approved fiscal sponsor. Ineligible applicants include LLCs, S corps, schools, public library branches, and city/state/federal agencies. Those who failed to meet past grant reporting requirements within the last five years are also disqualified. All proposed activities must occur within New York City during FY27 and be accessible to the public. While the nature of services may vary across applicants, funded programs must share a core commitment to public participation in the arts and cultural excellence. The fund welcomes proposals across all cultural disciplines, and there are no geographic preferences within the five boroughs. A crucial requirement is the delivery of publicly accessible, high-quality cultural activities during the funding period. DCLA provides a range of resources to support applicants, including the FY27 guidelines, a registration guide, application worksheet, budget worksheet, and templates for budget and conflict of interest disclosures. Attendance at a webinar is strongly encouraged; four sessions are offered throughout March 2026, and a recording of the March 4 session is available online. Applicants needing further assistance may attend office hour sessions, which are open to those who have reviewed the materials and webinars. Questions may be submitted in advance during registration for office hours. Additional help is available via the Program Services Help Desk email. Applications are evaluated by review panels, and DCLA seeks qualified panelists to support this process. Contact information for accessibility accommodations is also provided. Applicants are expected to upload required forms such as conflict of interest disclosures and, if applicable, budget or treasurer's statements. Award notifications are not dated in the FY27 call, but based on FY26 precedent, grantees can expect communication after the application period closes. The program emphasizes compliance with reporting and nonprofit filing requirements and provides detailed instructions for current grantees in the FY26 cycle regarding grant agreement return and document uploads.
