Statewide Waterway Access Grant

The Statewide Waterway Access Grant (SWAG) mini grant program is a collaborative effort by the Pennsylvania Organization for Watersheds and Rivers (POWR), in partnership with the Pennsylvania Fish and Boat Commission (PFBC) and the PA Department of Conservation and Natural Resources (PA DCNR). This program aligns with POWR’s mission to facilitate, steward, and promote the enjoyment of Pennsylvania’s waterways by funding projects that improve recreational access. It is designed to support non-motorized public access projects, directly contributing to the broader goal of enhancing public interaction with and conservation of the state's natural water resources. The target beneficiaries of the SWAG program are public entities, including townships, boroughs, municipal and county governments, as well as 501c3 nonprofit groups registered with the PA Department of State Bureau of Charitable Organization. This includes land trusts, conservancies, water trail managers, and community watershed associations. The primary impact goal is to increase and improve public access to waterways throughout the Commonwealth for non-motorized recreational activities. The program prioritizes projects that enhance recreational access on waterways and those that specifically support POWR’s mission. Grants of up to $30,000 are available for design and engineering, construction, or upgrade and rehabilitation of these public access projects. Projects must occur on applicant-owned lands or where a long-term lease or agreement is in place, and facilities must remain open and free of charge to the public for 25 years, with successful grantees signing a maintenance agreement. Expected outcomes include a tangible increase in the number and quality of non-motorized public access points across Pennsylvania. Measurable results will stem from the completion of design, engineering, construction, or rehabilitation projects for boat access facilities. Grantees are required to maintain these facilities for 25 years, ensuring long-term public benefit. Additionally, applicants must obtain all necessary permits and approvals, indicating a commitment to sustainable and compliant development. The program's strategic priorities center on fostering public engagement with waterways and supporting local initiatives that contribute to a robust network of accessible recreational sites, ultimately promoting environmental stewardship through increased public interaction.
