Grant Description

The Human Services Grant Program, administered by the City of Bothell, supports nonprofit organizations and community partners delivering essential services to the local population. The grant operates on a biennial cycle and is part of a broader regional collaboration coordinated through the Share1App platform. This shared system allows multiple cities, including Bothell, to streamline the application process and ensure consistent funding practices across jurisdictions. Bothell’s Human Services sub-committee, composed of city councilmembers, plays a central role in reviewing proposals and recommending funding allocations. Once these recommendations are adopted, they are integrated into the city’s official biennial budget. The program funds a wide range of human service areas. Eligible initiatives include those addressing basic needs such as food and shelter, community support and advocacy efforts, employment and education services, housing and homelessness prevention, safe and healthy communities, and lifespan-based programming promoting success at every age. This focus aligns with the city’s commitment to fostering equity, health, and economic resilience across its diverse communities. However, certain activities are not eligible for funding, including religious and political programs, as well as one-time events. Applicants must meet a defined set of organizational requirements. These include holding nonprofit status, possessing valid business licenses, and maintaining multiple categories of insurance such as general and professional liability, automobile, stop-gap/employer’s insurance, and workers’ compensation. Additional internal policies required include nondiscrimination, conflict of interest, and whistleblower protections, along with strong internal controls and a records retention policy. Financial documentation such as audits and fiscal management capacity are also evaluated. The application for the 2027–2028 funding cycle opens on March 2, 2026, and closes at 4:00 PM on April 6, 2026. Interested applicants must submit their materials through the Share1App portal. There are opportunities to attend Funders Workshops to better understand the submission requirements. The review process will continue through the summer of 2026, with funding decisions made in the fall and incorporated into the city’s final budget by late November or early December. Contracts for selected organizations will begin on January 1, 2027. The program does not include a pre-application requirement such as a letter of intent, and funding decisions are based on clear narrative responses and data-driven metrics. Applicants must articulate the needs addressed, services to be provided, target demographics, outreach strategies, and expected outcomes. Quarterly and annual reports are required for funded organizations, capturing data on service delivery, demographics, and progress toward outcomes.
