The Office of Community Oriented Policing Services (COPS Office) is the component of the U.S. Department of Justice responsible for advancing the practice of community policing by the nations state, local, territorial, and tribal law enforcement agencies through information and grant resources. The COPS Office is pleased to announce that it is seeking applications for funding for the FY24 Community Policing Development (CPD) Invitational program. Community Policing Development (CPD) funds are used to develop the capacity of law enforcement to implement community policing strategies by providing guidance on promising practices through the development and testing of innovative strategies; building knowledge about effective practices and outcomes; and supporting new, creative approaches to preventing crime and promoting safe communities.

The program supports full service sexual assault crisis programs across Maryland, providing services to victims of rape and sexual offenses. It aims to improve victim services, ensuring safety, and making the community aware of rights and resources​​. The Sexual Assault/Rape Crisis Grant Program is funded through state general funds to support local rape crisis centers. Services are provided through a network of community-based rape crisis programs and are available in every jurisdiction in Maryland. These funds are used to provide services to adult and child victims of rape and other sexual offenses. Services to victims include a 24-hour hotline, counseling, medical accompaniment, and assistance in accessing and using other support services such as legal assistance.

With this solicitation, OJJDP seeks to assist states in planning, establishing, operating, coordinating, and evaluating projects directly or through grants and contracts with public and private agencies for the development of more effective education, training, research, prevention, diversion, treatment, and rehabilitation programs to improve their juvenile justice system.

The FY24 COPS Technology and Equipment Program (TEP) provides funding to state, territorial, local, Tribal, and other entities designated under the heading Community Oriented Policing Services, Technology and Equipment Community Projects/COPS Law Enforcement Technology and Equipment in JES Division C, which is incorporated by reference into Public Law 118-42, to develop and acquire effective law enforcement equipment, technologies, and interoperable communications that assist in responding to and preventing crime. The Edward Byrne Memorial Justice Assistance Grant Program (JAG) is a funding initiative that provides financial support to state and local law enforcement agencies for a range of criminal justice activities, including law enforcement, court programs, education, corrections, drug treatment, victim support, and technology improvements.

This program is authorized by 34 U.S.C. 20122 the Consolidated Appropriations Act, 2024, Public Law No. 118-42. In FY 2023, OVW made an award to Activating Change to implement Phase Two of a two-part initiative focusing on the expansion and strengthening of services for Deaf victims and survivors of domestic violence, dating violence, sexual assault, and stalking. Specifically, Activating Change was funded to implement the recommendations outlined in Expanding Deaf-Specific Victim Services Nationwide: A 5-Year Strategy report (Report). This program will provide continued funding for the implementation of the recommendations outlined in the Report.

This funding opportunity provides financial support to the Minnesota Indian Women’s Sexual Assault Coalition for developing resources and training to address sexual assault issues affecting American Indian and Alaska Native women, in collaboration with key partners.

With this solicitation, BJA seeks to support the development and testing of new or innovative approaches to improving community safety and trust that are alternatives to traditional enforcement mechanisms for neighborhoods experiencing high rates of less serious and low level criminal offenses. This model will involve coordination with law enforcement entities to improve public safety and community residents perceptions of law enforcement and procedural fairness and legitimacy. This solicitation also supports funding for national training and technical assistance (TTA) to support site-based grants and the field in building capacity and partnerships essential to this work.

This funding opportunity is designated for Fox Valley Technical College to enhance training and technical assistance programs that improve responses to cases of missing and exploited children through collaboration among various professionals.

OJP is committed to advancing work that promotes civil rights and racial equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety and protects the public from crime and evolving threats, and builds trust between law enforcement and the community. The purpose of this solicitation is to invite organizations and entities to apply for continuation funding in support of specific BJA initiatives. This solicitation is exclusively for those who received a letter from BJA to apply. All guidelines and funding rules are the same as the original funded project. Statutory Authority: Title I of Pub. This funding opportunity is designed for invited organizations to develop and implement innovative community policing strategies that enhance public safety and law enforcement collaboration.

With this solicitation, the Office of Juvenile Justice and Delinquency Prevention seeks to provide training and technical expertise to support the efforts of states, communities, tribal jurisdictions, nonprofit organizations, for-profit organizations, and institutions of higher education to implement programs and strategies that identify, respond to, treat, and support children, youth, and families impacted by the opioid epidemic to ensure public safety.

The United States Government, represented by the U.S. Agency for International Development (USAID) in Mexico, seeks to increase its understanding of the criminal justice system in Mexico, with particular interest in increasing the effectiveness of criminal prosecutions and strengthening the local capacities of justice-sector institutions.A courtesy Spanish translation is attached but in the event of any discrepancy between the two documents, the English version controls.

With this solicitation, BJA seeks to provide funding for state and local prosecutors and local law enforcement agencies who have participated in the National Public Safety Partnership (PSP) to secure resources that will help reduce crime and increase public safety and trust in the criminal justice system. The grant program is open to PSP sites that have completed a minimum of two years and/or completed the program and will provide resources to assist with the implementation of the PSP strategic plan and recommendation goals resulting from PSP assessments.

This funding opportunity provides financial support for cultural and educational programs that promote mutual understanding and cooperation between the United States and Mexico, targeting nonprofit organizations, educational institutions, and individuals who collaborate with Mexican partners.

The purpose of this cooperative agreement is to create and provide state and local criminal justice policy teams or pretrial services agencies with an implementation toolkit using A Framework for Pretrial Justice: Essential Elements of a Pretrial System and Agency Implementation. Some pretrial essential elements may need revisions based on changes in case law, state statutes, research evidence, standards, and organizational theory/implementation science. This new toolkit will be called Essential Elements of a Pretrial System and Agency Toolkit. The foundation for the development of the Essential Elements of a Pretrial System and Agency Toolkit shall be based on four elements: (1) the law, (2) pretrial standards adopted by the ABA and NAPSA, (3) pretrial system/services research and LEBP, and (4) organizational theory/implementation science. NIC supports the use of policy teams or other collaborative criminal justice teams to achieve meaningful and sustained pretrial system and agency improvements. The awardee is encouraged to leverage NICs Evidence-Based Decision Making (EBDM) and Criminal Justice Coordinating Council resources with the development of the Essential Elements of a Pretrial System and Agency Toolkit.

This funding opportunity is designed to support existing law enforcement task forces in their efforts to combat internet crimes against children, including online exploitation and child pornography.

This funding opportunity provides resources to the National White Collar Crime Center to enhance training and technical assistance for law enforcement and criminal justice professionals in preventing and responding to sophisticated economic and cyber crimes.
