The Town of Avon offers the Support for Community Events Grant Program to provide financial aid to local festivals, special events, and community programs that deliver recreational or cultural opportunities and promote the town. The program gives special attention to events that enhance the attractiveness of Avon as a place to visit or live, celebrate local heritage, and enrich quality of life. Grant awards are capped at 25 percent of the event budget or 7,500 dollars, whichever is less. The funding window covers events occurring between July 1, 2024 and October 31, 2024. Preference is given to purchases or services that protect public health, safety, and welfare, such as emergency medical services, sanitation, lighting, security, and transportation. Eligible applicants must be tax exempt organizations under a 501(c) category and events must be held within town limits. Events must be free and open to the public, not financially dependent on town support, and not organized as for profit ventures. Funds may not support regular operating costs, and only one grant will be awarded per event. Applications are due May 3, 2024. Additional information is available from the Town of Avon.

This program funds projects that improve the safety, efficiency, and reliability of intercity passenger and freight rail. The Consolidated Rail Infrastructure and Safety Improvements (CRISI) Program is authorized under 49 U.S.C. 22907. The purpose of the CRISI Program is to invest in a wide range of projects within the United States to improve railroad safety, efficiency, and reliability; mitigate congestion at both intercity passenger rail and freight rail chokepoints to support more efficient travel and goods movement; enhance multi-modal connections; and lead to new or substantially improved Intercity Passenger Rail Transportation corridors. This program invests in railroad infrastructure projects that improve safety, support economic vitality (including through opportunities for small businesses), create good-paying jobs with the free and fair choice to join a union, increase capacity and supply chain resilience, apply innovative technology, and explicitly address climate change, gender equity and racial equity. The purpose of this notice is to solicit applications for the competitive CRISI Program provided in Consolidated Appropriations Act, 2023, division L, title I, Public Law 117–328 (2023 Appropriation), Consolidated Appropriations Act, 2024, division F, title I, Public Law 118–42 (2024 Appropriation) and the 2023 and 2024 advance appropriation in the Infrastructure Investment and Jobs Act, division J, title II, Public Law 117–58 (2021).

The Rural program is dedicated to enhancing surface transportation infrastructure within rural communities, with $780 million allocated for this purpose. It supports highway, bridge, and tunnel projects that improve freight, safety, and access to agricultural, commercial, energy, or transportation facilities critical to a rural area's economy. This program recognizes the unique challenges faced by smaller communities in accessing funding and aims to support projects that address these needs directly. The INFRA program, part of the MPDG, allocates $2.7 billion towards competitive grants for significant multimodal freight and highway projects that aim to improve the safety, efficiency, and reliability of freight and people movement across rural and urban areas. It focuses on projects that enhance economic benefits, reduce congestion, increase resiliency, and improve critical freight movements. NOFO Overview The purpose of this Notice of Funding Opportunity (NOFO or notice) is to solicit applications for FHWAs Strategic Innovation for Revenue Collection (SIRC) Program for Fiscal Years (FY) 2022 2024. Applications for FY 2022 2023 and FY 2024 funds will have two separate submission deadlines in 2024. The specific deadlines for each award cycle will be posted as an attachment to this multi-year NOFO via Grants.gov. The SIRC Program is authorized in Section 13001 of the Bipartisan Infrastructure Law (BIL), enacted as the Infrastructure Investment and Jobs Act (IIJA) (Pub. L. 117-58). Based on the amounts authorized under the BIL, the anticipated funding available for discretionary grants each fiscal year between FY 2022 and 2024 will be $15,000,000 ($30 million for FY 2022 2023 and $15 million for FY 2024), subject to the availability of funds and obligation limitation. However, FHWA implemented a similar predecessor program, the Surface Transportation System Funding Alternatives (STSFA) Program authorized by section 6020 of the Fixing Americas Surface Transportation (FAST) Act (Pub. The STSFA was repealed by Section 13001(f) of BIL. Federal grant funds for the SIRC Program are to be awarded on a competitive basis to eligible entities to test the feasibility of a road usage fee and other user-based alternative revenue mechanisms to help maintain the long-term solvency of the Highway Trust Fund. This notice describes the eligibility criteria, application requirements, selection and evaluation criteria, applicable program and Federal requirements, and available technical assistance during the pilot program.

This notice announces the intention of the Maritime Administration to provide grants to small shipyards. Under the Small Shipyard Grant Program, there is currently $8,750,000 available for grants for capital and related improvements to qualified shipyard facilities that will be effective in fostering efficiency, competitive operations, and quality ship construction, repair, and reconfiguration. Potential applicants are advised that it is expected, based on experience, that the number of applications will far exceed the funds available and that only a small percentage of applicants will be funded. Working with Railroads comprise funding and project efforts that engage the Commision and staff in the business and support of an effective rail service as the key connection for Ohio companies to their suppliers and markets worldwide, Rail is often a requirement for business attraction and retention efforts. The Ohio Rail Development Commission (ORDC) promotes economic opportunities while supporting safety and quality of life concerns across Ohio's extensive rail infrastructure. At 5,187 miles, Ohio's network of active rail lines is the fourth most extensive in the nation. The high mileage of rail lines in Ohio reflects the close integration of rail with Ohio's economy. Ohio's businesses are committed to using Ohio's rail network. Ohio's largest railroads, CSX and Norfolk Southern, publish Public Projects Manuals to assist public entities in interacting with their organizations. Regional and short-line railroads often publish information on their websites to identify appropriate processes and contacts. If needed, ORDC is happy to assist Ohio communities with identifying the correct railroad contacts. The ORDC assists with railroad-roadway coordination by providing technical assistance to ODOT District project managers and area engineers, local municipalities, contractors, and others regarding railroad issues and requirements for public projects.

The 2024-25 Physical and Digital Infrastructure Security Grant Program for Health Care Practitioners, offered by the California Governor’s Office of Emergency Services (Cal OES), aims to enhance physical facility and digital security for healthcare practitioners. This initiative aligns with a broader mission to safeguard healthcare services, particularly those related to abortion and reproductive health, which may be vulnerable to violence and vandalism. The program's core purpose is to mitigate security risks, ensuring uninterrupted and safe access to essential healthcare services for communities across California. The primary beneficiaries of this grant are currently licensed healthcare practitioners located in California who provide abortion-related services (or referrals) and reproductive health care services. With a total of $3 million available and individual grants up to $150,000, the program intends to achieve a widespread impact across California. The Transportation Alternatives Set-Aside program (TA), funded by the United States Department of Transportation’s Federal Highway Administration (FHWA) through the Surface Development Block Grant, is administered by the Florida Department of Transportation (FDOT). This program is dedicated to funding smaller-scale transportation projects that enhance nonmotorized travel options and safety. Eligible projects include on- and off-road bicycle and pedestrian facilities, recreational trails, safe routes for non-drivers, safe routes to schools, and ADA compliance improvements. The purpose of this NOFO is to solicit applications for Guardrail Safety Training program that will result in the award of one (1) cooperative agreement award and the distribution of up to $500,000.00 in Federal funding over the life of the project. It aligns with a broader mission to implement the goals of the Massachusetts Local Food Action Plan and contribute to the financial needs of local Massachusetts food enterprises. The program’s strategic approach emphasizes expanding investment to improve access to Massachusetts grown, harvested, or caught food products through the development of collaborations between local agricultural enterprises and private/public entities. The primary target beneficiaries of the MFVP are low to moderate income communities, including Gateway Cities and rural communities within Massachusetts. The program aims to improve commercial food access and distribution in these areas. The expected outcomes include increased availability of Massachusetts-produced foods, creation of new permanent jobs, greater access to affordable fresh food, and year-round access to diverse food production and distribution. The overall impact goal is to strengthen the local food system and foster equitable access to healthy food options. Key areas of investment for the MFVP include food processing infrastructure to meet the needs of the expanding local food system, improved distribution systems to support equitable access to fresh local food, and retail outlet strategies that enhance access to healthy food. Specific project types considered eligible reflect these priorities, such as the creation of commercial food processing infrastructure benefiting low and moderate income households, innovative proposals by commercial food commissaries that connect local farms, proposals for construction or renovation of food co-ops, development of greenhouses and farmers’ markets, and capital for food hubs. Additionally, the program focuses on innovative projects for commercial markets that connect local food producers and partners to develop or renovate large-scale retail markets for healthy, locally produced food. Mobile markets and other innovative market initiatives are also supported to purchase, design, and upgrade vehicles that provide healthy Massachusetts food. Each of these focus areas is intended to directly contribute to the program's theory of change, which posits that strategic investments in food infrastructure, distribution, and retail will lead to improved food access and economic opportunities for underserved communities. Applicants eligible for the MFVP include Massachusetts Municipalities, Massachusetts Non-Profit or For-Profit Organizations, and Individual Residents of Massachusetts. The program specifically excludes funding for audits, feasibility studies, design work, operation or maintenance costs, and reimbursement for already completed projects or staff/consultant time on proposals for completed projects. This ensures that the grants are directed towards new investments and initiatives that directly support the program’s objectives.
