Awards must be aimed at narrowing wealth gaps. Preference will be given to intermediary organizations with a proven track record of successfully delivering programs and resources that align with the goals and aspirations of the EEIP and possess the capacity to complete programs and expend all funds by June 30, 2025. Expected outcomes include increased self-sufficiency, economic stability, and economic equity for disadvantaged individuals, families, businesses, and communities in Oregon. The program's strategic priorities are centered on wealth-building, a departure from traditional poverty alleviation, to foster long-term economic well-being and reduce wealth disparities across the state. This initiative reflects a theory of change that by investing in key economic development areas and supporting capable intermediary organizations, sustainable economic growth and equity can be achieved for at-risk populations.
