Army Contracting Command, Aberdeen Proving Ground Edgewood Contracting Division, Fort Detrick, invites applications for funding opportunities for the Fiscal Year 2024 Deployed War Fighter Protection (DWFP) Research Program, renewable for up to 3 years, administered by the Armed Forces Pest Management Board (AFPMB). The AFPMB is soliciting pre-proposals for original, innovative research designed to develop new interventions to protect deployed U. S. Department of Defense (DoD) personnel from medically relevant pests, including arthropod disease vectors of mosquito-borne arboviruses and tick-borne pathogens, as well as fly-borne bacterial pathogens. The DWFP Program supports the development of: new toxicants or the adaptation of existing toxicants to medically relevant pests; new insecticide application techniques; new personal protection tools that prevent human-vector contact; new decision support tools; and new vector surveillance tools that focus on improving vector control outcomes. The proposed research should: support the Advanced Technology Development of new insecticides, or improved formulations of existing insecticides for vector control, new technology or enhanced modalities of personal protection from biting arthropods, or improved efficacy and sustainability of equipment for application of pesticides (for more information, see Budget Activity 3 in the DoD Financial Management Regulation Volume 2B, Chapter 5); be product-oriented, consisting of advanced research related to a particular technology or new capability, field evaluation of products, or research directed towards the development of an existing prototype product for commercialization; include semi-field or field evaluation of prototype products; be applicable for both military and civilian uses, including military operational environments with limited logistical support; focus on multiple target vectors; and outline a strategy for subsequent registration by the U. S. Environmental Protection Agency (EPA) for the development of products containing a pesticide(s).The program does not support: basic research; vector pathogen research; clinical, diagnostic, therapeutic or vaccine research in humans; testing to measure acute oral, dermal and/or inhalation toxicity; EPA registration costs; testing and evaluation of products previously registered with the EPA, unless they are being developed for a new use; testing and evaluation of commercial products, unless they are tested in comparison with prototype products; or manufacturing, packaging and production costs.Up to $4,500,000 may be awarded in FY24, with future years subject to the availability of funds. The total proposed cost cannot exceed $975,000, i.e. a maximum of $325,000 per year for up to 3 years, inclusive of all direct and indirect costs. Funding is intended to be provided during August-October 2024. Projects will be selected on the basis of peer-reviewed scientific merit and programmatic relevance. In today's increasingly networked, distributed, and asynchronous world, cybersecurity involves hardware, software, networks, data, people, and integration with the physical world. Society's overwhelming reliance on this complex cyberspace, however, has exposed its fragility and vulnerabilities that defy existing cyber-defense measures; corporations, agencies, national infrastructure, and individuals continue to suffer cyber-attacks. Achieving a truly secure cyberspace requires addressing both challenging scientific and engineering problems involving many components of a system, and vulnerabilities that stem from human behaviors and choices. Examining the fundamentals of security and privacy as a multidisciplinary subject can lead to fundamentally new ways to design, build, and operate cyber systems; protect existing infrastructure; and motivate and educate individuals about cybersecurity. The goals of the SaTC program are aligned with the National Science and Technology Council's (NSTC) Federal Cybersecurity Research and Development Strategic Plan (RDSP) and National Privacy Research Strategy (NPRS) to protect and preserve the growing social and economic benefits of cyber systems while ensuring security and privacy. The RDSP identified six areas critical to successful cybersecurity research and development: (1) scientific foundations; (2) risk management; (3) human aspects; (4) transitioning successful research into practice; (5) workforce development; and (6) enhancing the research infrastructure. The NPRS, which complements the RDSP, identifies a framework for privacy research, anchored in characterizing privacy expectations, understanding privacy violations, engineering privacy-protecting systems, and recovering from privacy violations. In alignment with the objectives in both strategic plans, the SaTC program takes an interdisciplinary, comprehensive, and holistic approach to cybersecurity research, development, and education, and encourages the transition of promising research ideas into practice. The SaTC program welcomes proposals that address cybersecurity and privacy, drawing on expertise in one or more of these areas: computing, communication, and information sciences; engineering; education; mathematics; statistics; and social, behavioral, and economic sciences. Proposals that advance the field of cybersecurity and privacy within a single discipline or interdisciplinary efforts that span multiple disciplines are both welcome. The SaTC program spans the interests of NSF's Directorates for Computer and Information Science and Engineering (CISE), Engineering (ENG), Mathematical and Physical Sciences (MPS), Social, Behavioral and Economic Sciences (SBE), and Education and Human Resources (EHR). Proposals must be submitted pursuant to one of the following designations, each of which may have additional restrictions and administrative obligations as specified in this program solicitation. CORE: This designation is the main focus of the multidisciplinary SaTC research program. EDU: The Education (EDU) designation is used to label proposals focusing on cybersecurity and privacy education and training. TTP: The Transition to Practice (TTP) designation will be used to label proposals that are focused exclusively on transitioning existing research results to practice. CORE and TTP proposals may be submitted in one of the following project size classes: Small projects: up to $600,000 in total budget, with durations of up to three years; and Medium projects: $600,001 to $1,200,000 in total budget, with durations of up to four years. EDU proposals are limited to $400,000 in total budget, with durations of up to three years. EDU proposals that demonstrate a collaboration, reflected in the PI, co-PI, and/or Senior Personnel composition, between a cybersecurity subject matter expert (researcher or practitioner) and an education researcher may request up to $500,000 for three years.

Program proposals should also integrate a final pitching competition and budget funding that allows selected games to be developed to completion.

Notice of Funding Opportunity SummaryThe Natural Resources Conservation Service (NRCS), an agency under the United States Department of Agriculture (USDA) is announcing potential availability of cooperative agreements for the purpose of leveraging NRCS resources to assist our agency with conducting important integrated pest management (IPM) evaluations on multiple private landowner properties throughout Massachusetts. NRCS recognizes the importance of increasing the use of IPM practices on cropland including orchards and on areas privately managed for shellfish aquaculture production. IPM has been an underutilized practice in Massachusetts This agreement will be used to provide training on IPM for NRCS staff and affiliates while also providing needed technical assistance for NRCS customers with IPM site visits.NRCS-Massachusetts is making a funding opportunity available for applicants to submit proposals with an award ceiling of $400,000 and a minimum project award of $200,000. NRCS will be awarding a cooperative agreement for up to a five-year period. If, in coordination with NRCS, additional resources are needed at a rate that exceeds this schedule, NRCS may add funds to this agreement to support continued partnership over the performance period.The primary goal is to expand IPM to NRCS customers throughout Massachusetts. The project list ranges in size from 1-acre farms to several hundred-acre farms. Applicants will identify the average number of IPM site visits and written IPM plans that they could complete in any contract year with a minimum of ten per year being acceptable for this agreement. NRCS will work with the selected applicant to make the choice of priority IPM site visits each year of the agreement based on interest and need. Applicants will be required to hold 1-2 IPM trainings per year for NRCS staff and partners to expand their knowledge on the subject. Applicants should provide a list of training ideas to NRCS for the length of the agreement. Applicants will be awarded based on the specified scoring criteria in Section E of this announcement.
