The purpose of this Notice of Funding Opportunity (NOFO) is to support research that includes education, outreach, and clinical access to improve the screening, diagnosis, and treatment of cancers among American Indians and Alaska Natives, particularly those living in rural communities.

The San Juan River Basin Recovery Implementation Program (Recovery Program) was established in 1991 to allow water development to continue within the Basin while still complying with the Endangered Species Act and protecting the endangered Colorado pikeminnow and razorback sucker. The Recovery Program consists of partners who are committed to the recovery of the listed fishes under the Endangered Species Act and includes water users, conservation groups, state, federal and tribal agencies. For further information on the Recovery Program, see https://coloradoriverrecovery.org/sj/. The San Juan River is partially regulated by Navajo Dam. There are several tributaries that flow into the San Juan River between the dam and Lake Powell, but substantial diversions occur from these tributaries limiting the contribution to the flow regime. Operation of Navajo Dam began in 1962 and has resulted in altered flow into the San Juan River with a tendency towards reduced spring flows in some years and supplemented flows in other seasons. Because frequency and magnitudes of flows are important triggers for various life cycle stages of endangered species, the Recovery Program developed flow recommendations to guide releases from Navajo Dam. The flow recommendations are designed to meet the conditions required to develop and maintain habitat for Colorado pikeminnow and razorback sucker and provide the necessary hydrologic conditions for the various life stages of endangered and other native fishes. The habitat monitoring that is part of this project will be used to evaluate the effectiveness of flow recommendations and management actions on habitat. Since 1992, aerial imagery has been collected along the San Juan River between the confluence of the Animas River (River Mile (RM) 180) and the inflow of Lake Powell (the interface between the San Juan River and Lake Powell) to as far downriver as Neskahi Canyon (RM -30). A light detection and ranging (LiDAR) flight was conducted in 2013. The imagery is used within the Recovery Program to track changes in channel morphology and habitat. Specifically, the number and area of low velocity habitat (backwaters, Notice of Funding Opportunity No. R24AS00327 2 embayments), total wetted area (wetted habitat and wetted channels of the river), and island complexes (used as a surrogate for habitat complexity) are quantified (Table 1). This extensive data set allows for tracking changes in habitat and assessing the effectiveness of management actions, implemented flows, and intra- and inter-annual variability in flows. The last analysis was conducted in 2022.

The Space Technology Research Grants (STRG) Program within STMD seeks proposals from accredited U.S. universities on behalf of their outstanding new faculty members who intend to develop academic careers related to space technology. The solicitation will exclusively seek proposals that are responsive to one of the following two topics: Topic 1 Transformational Advanced Energetic Propulsion Topic 2 Power Systems to Enable Small System Operations in Permanently Shadowed Lunar Regions Only accredited U.S. universities are eligible to submit proposals on behalf of their outstanding new faculty members who intend to develop academic careers related to space technology. The Principal Investigator (PI) must be an untenured Assistant Professor on the tenure track at the sponsoring U.S. university at the time of award (May 2025). The PI must be a U.S. citizen or have lawful status of permanent residency at the time of proposal submission. The PI must be the primary researcher on the effort; Co-Investigators are not permitted. Collaborators (other than NASA civil servants/JPL) are permitted. See the solicitation for complete requirements regarding eligibility and for definitions and restrictions regarding collaborators. A PI may submit only one proposal in response to this appendix. NASA values submission of ECF proposals on behalf of early-career faculty members at all U.S. universities, including emerging research institutions (non-R1 classification) and minority-serving institutions, and encourages proposals submitted on behalf of diverse communities. The financial and programmatic support for ECF comes from the Space Technology Research Grants Program within the Space Technology Mission Directorate. Awards are planned to start in May 2025. NASA plans to make approximately 10 awards as a result of this ECF solicitation, subject to the receipt of meritorious proposals and the availability of funds. The actual number of awards will depend on the quality of the proposals received; NASA reserves the right to make no awards under this solicitation. All proposals must be submitted electronically through NSPIRES by an authorized organizational representative. Proposals are being solicited via a two-step process where preliminary proposals are mandatory and only those invited may submit a full proposal. Mandatory preliminary proposals are due on or before July 15, 2024, 5 pm Eastern, and the target deadline for invited full proposals is October 24, 2024, 5 pm Eastern. Detailed submission instructions and due dates are provided in the solicitation. Potential proposers and their proposing organizations are urged to familiarize themselves with the submission system, ensure they are registered in NSPIRES, and submit the required proposal materials well in advance of the deadline. STMD is strongly committed to ensuring that proposal review is performed in an equitable and fair manner that reduces the impacts of any unconscious biases. To this end, this Appendix will employ a Dual-Anonymous Peer Review (DAPR) process to evaluate proposals. Using DAPR, not only are proposers not told the identities of the reviewers, but the identities of the proposers (personnel and organization names) will not be shared with the reviewers until after the technical review of all anonymized proposals has been completed. The Conference should preferably take part in French Polynesia to coincide with the United Nations Ocean Conference being hosted by France in June 2025, but may be hosted in other Pacific locations pending logistics and costs. The State Department has convened a diverse Young Pacific Leaders (YPL) Conference each year since 2013, taking place in American Samoa, Samoa, New Zealand, Hawaii, Fiji, Papua New Guinea, and Guam. Each conference shared the goal of building leadership capacity and creating ties among emerging leaders from across the Pacific region (see below for a list of participating countries). This year, the conference should bring together a group of emerging leaders, ages 25-40, with the goal of providing them with practical leadership skills and a deeper knowledge of regional issues related to the four pillars of the YPL program: civic engagement, environment/resource management, education, and economic and social development. The conference should also help participants grow their networks and enable them to work with their peers on issues that affect the region. The conference should emphasize experiential learning and capacity building in order to equip diverse participants with the tools they need for success. We encourage pre- and post-conference programming that will reinforce the learnings from the conference.
