With this solicitation, BJA seeks to support the Departments priorities of reducing violent crime and supporting law enforcement officers and prosecutors by: Providing jurisdictions (including rural and tribal) with resources to address unsubmitted sexual assault kits (SAKs) (including partially tested kits) in their custody that have not been submitted to a forensic laboratory for testing with Combined DNA Index System (CODIS)-eligible DNA methodologies. Improving investigations and prosecutions in connection with evidence and cases resulting from the SAK testing process, as well as other violent cold case crimes. Providing sites with resources to collect DNA samples from qualifying individuals who should have a sample in CODIS, but from whom a sample has never been collected or submitted to a laboratory for testing, as well as developing/reforming policies for arrestee collections, if legally permissible in the awardees jurisdiction. In addition to addressing unsubmitted SAKs, the National Sexual Assault Kit Initiative (SAKI) addresses partially tested SAKs, as defined herein, and untested evidence associated with sexually motivated homicides and other violent cold case crimes.

NIH currently funds many palliative care research projects across the ICOs, and there is a need for a structure to leverage synergies, coordinate efforts, develop the scientific workforce, and address remaining gaps in the field. The goals of this initiative include generating new scientific knowledge, in part through supporting pilot and exploratory studies; fostering development of early- and mid-career palliative care investigators; serving as a national platform to provide research resources and facilitate high-quality palliative care research; engaging healthcare systems and community-based organizations as research partners and settings for palliative care research; and disseminating research findings, best practices, data, and other impactful resources to the palliative care research and clinical communities. The Inflation Reduction Act of 2022 (IRA) provides up to $1 billion for States and units of local government with the authority to adopt building energy codes to adopt and implement the latest building energy codes, zero energy building codes, or equivalent codes or standards. An energy code is one of several types of building codes that help contribute to the overall health, safety, efficiency, and long-term resilience of buildings. Energy codes can be adopted directly as a standalone code, such as the International Energy Conservation Code (IECC), which is commonly adopted by States and local governments. Moreover, energy codes are also fundamental components of certain more broadly adopted building codes, including the International Building Code (IBC) and International Residential Code (IRC), which are referenced in the United States as parental codes. Energy codes are often described as a subset of these broader building codes, representing distinct chapters of the IBC and IRC alongside other commonly recognized provisions, such as those pertaining to structural, plumbing, or electrical requirements, and other basic aspects of building design and construction. Adoption and implementation of such codes supports the decarbonization of new and existing residential and commercial buildings. This opportunity assists eligible entities in further decarbonizing their buildings through the adoption of the latest national model building energy codes, zero energy codes, other codes that deliver equivalent or greater energy savings, including innovative approaches to decarbonize existing buildings through certain measurable and enforceable requirements. The IRA is unprecedented in its opportunity to support sustainable change at the State and local level with respect to advancing the energy efficiency of new, renovated, and existing buildings. DOE is particularly interested in supporting States and local governments in implementing local capacity building, multi-year investments in workforce and education, and long-term improvements in building energy codes through multi-cycle adoption and building performance standards (BPS). Building energy codes establish minimum levels of energy efficiency for new and existing residential and commercial buildings. Model energy codes, such as the 2021 IECC and ASHRAE Standard 90.1-2019, are developed and updated through national consensus processes. States and local governments ultimately implement building energy codes, which are handled through various adoption, compliance, and enforcement processes and can vary widely across the United States. Many States have consistently received funding through their State Energy Plan to support the adoption of traditional building energy codes. OJP is committed to advancing work that promotes civil rights and equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety and protects the public from crime and evolving threats, and builds trust between law enforcement and the community. With this solicitation, the SMART Office seeks to assist jurisdictions with developing and enhancing programs designed to implement SORNA requirements. SORNA requires all states, the District of Columbia, the principal U.S. territories and participating federally recognized Indian Tribes to maintain a sex offender registry; and sex offenders to register and maintain a current registration in each jurisdiction where the individual lives, works or goes to school. SORNA also sets forth requirements regarding what jurisdictions must include in their sex offender registries, and what information sex offenders and sex offender registries must provide.
