Federal Employment Labor and Training Grants

Summary – In accordance with the Workforce Innovation and Opportunity Act (WIOA), the new four-year NFJP grant cycle went into effect on July 1, 2020. The Employment and Training Administration (ETA) is issuing this TEGL to notify NFJP grantees of PY 2023 grant allotments and to provide instructions for submitting required documents. Grantees must submit required documents, including program plans and budget documents. NFJP grantees approved to serve youth in PY 2022 and who met their youth enrollment goals may also apply for additional youth funding via this TEGL. Please see the summary provided in section 3(c). ETA is using a streamlined application process for these funds and limiting the competition to existing NFJP grantees who were both approved to serve youth in PY 2022 and met 100 percent of their youth enrollment goals. To confirm if a grantee met their youth enrollment targets, ETA will use the rolling four quarters performance report for the cohort period 1/1/2022 – 12/31/2022. These additional funds will enable successful applicants to enhance the delivery of youth workforce investment activities described in the NFJP regulations at 20 CFR 685.310 to eligible MSFW youth, which include the activities described for the WIOA Youth program in WIOA section 129 and 20 CFR 681.460. This funding provides additional resources so that selected NFJP grantees can increase access to education and provide career services and training that result in good quality jobs for MSFW youth, which advances the Department’s youth strategy called Youth Employment Works. The Youth Employment Works strategy focuses on efforts that offer a “no wrong door” approach to youth, investing in high-quality career pathways for youth, and offering paid work experience wherever feasible.

Under this Funding Opportunity Announcement (FOA), DOL will award grants through a competitive process to organizations providing pre-apprenticeship services that support education, occupational skills training, and employment services to opportunity youth, ages 16 to 24, who are performing meaningful work and service to their communities. The YouthBuild program model prepares participants for quality jobs in a variety of careers, in diverse industry sectors, particularly in infrastructure sectors, and includes wrap-around services such as mentoring, trauma-informed care, personal counseling, transportation supports, and employment preparation - all key strategies for addressing violence in communities. YouthBuild applicants must include construction skills training and may include occupational skills training in other in-demand industries. This expansion into additional in-demand industries is the Construction Plus component. Eligible applicants for these grants are public or private non-profit agencies or organizations, including consortia of such agencies or organizations. These organizations include rural, urban, or Native American/Tribal entities that have previously served opportunity youth in a YouthBuild or other similar program. DOL will fund approximately 75 projects across the country. Individual grants will range from $700,000 to $1.5 million and require a 25 percent match from applicants, using sources other than federal funding. This FOA features a matching waiver for Tribal entities and U.S. insular areas which allows these entities to not include a match commitment in their applications. The grant period of performance for this FOA is 40 months, including a four-month planning period and a twelve-month follow-up period.

The "Unemployment Insurance Integrity Center of Excellence Operations" grant is intended to provide $9,000,000 to the Center for Employment Security Education and Research (CESER) to continue offering training, technical assistance, and fraud prevention resources to states, aiming to improve the integrity of the Unemployment Insurance program and prevent improper payments.

The Embassy of the United States of America in Paraguays Public Diplomacy (PD) section of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to implement the Academy of Women Entrepreneurs (AWE) FY-2024 program in Paraguay. The AWE program is an initiative to support and empower women entrepreneurs around the world. Through a hybrid learning experience, Paraguayan women will have the opportunity to explore the fundamentals of business, such as preparing business plans and raising capital, with the goal of building a better future for themselves, their families, and their communities. The U.S. Department of State Bureau of Economic and Business Affairs (EB) announces an open competition for organizations to submit a statement of interest (SOI) to carry out a program under the International Technology Security and Innovation (ITSI) Fund, created by the CHIPS Act of 2022. Please carefully follow all instructions below. The submission of the SOI is the first step in a two-step process. Applicants must first submit a concise no more than three (3) page statement of interest designed to clearly communicate the program idea and objectives. This is not a full proposal. The purpose of the SOI process is to allow applicants to submit program ideas for evaluation prior to requiring the development of a full proposal application. Upon a merit review of eligible SOIs, selected applicants will be invited to expand on their program idea(s) by submitting a full proposal application. Full proposals will go through a second merit review before final funding decisions are made. EB administers a portion of the ITSI Fund, the ITSI Promote line of effort, to help expand international semiconductor assembly, testing, and packaging (ATP or downstream) capacity in key partner countries that will in turn diversify the global semiconductor supply chain. EBs objectives under the ITSI Fund are to: 1) Expand and diversify the required workforce for semiconductor ATP facilities to ensure growth; and 2) Improve regulatory environments that will encourage private sector efforts that generate additional capabilities in ATP facilities. EPA intends to use this grant opportunity to support the creation of good-paying jobs with the free and fair choice to join a union and the incorporation of strong labor standards and workforce programs. Brownfields Job Training Grants help residents take advantage of jobs across a spectrum of brownfield related activities, including the assessment, cleanup, remediation, and planning/site preparation for the revitalization of brownfields. This can involve the assessment and cleanup of solid and hazardous waste; chemical risk management; stormwater management relating to site cleanup; planning and site preparation for low impact development activities; planning and site preparation for green infrastructure installation and maintenance; and vulnerability assessment and contamination mitigation planning. Applicants will be evaluated on the extent to which they partner with and secure hiring commitments from local contractors and other stakeholders in communities where EPA-funded projects are located.
