PROJECT DESCRIPTION The U.S. Department of State, U.S. Embassy Belgrade, announces an open competition for organizations to submit applications to carry out a project that will establish a network of researchers, analysts, business leaders, and/or journalists in the Western Balkans, who promote responsible trade and foreign direct investment. This includes considerations for stewardship of the environment, development of human capital, advancement of long-term prosperity built on a market- and rule of law-based system, and engagement with Euro-Atlantic commercial and analytical partners. This network of diversified stakeholders will investigate the current effects of trade and FDI on economic growth in the six Western Balkan states (Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia), evaluate free trade agreements, promote Euro-Atlantic trade, and create mechanisms to maintain this network to promote economic reform that interests key stakeholders, including governments, civil society, the private sector, and academia.Please follow all instructions below. A.1 BackgroundThe six Western Balkan countries Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia can be considered small, open economies that have varying degrees of reliance on trade and foreign direct investment (FDI) for growth.The qualities that allow a country to trade and to attract FDI, however, do not always promote long-term prosperity. Economic reforms aimed at (i) improving resource allocation by eliminating market-distorting policies, (ii) minimizing the regulatory burden on business, (iii) reducing FDI volatility by increasing political and economic stability, and (iv) removing natural resource dependence by diversifying the economy can benefit the Western Balkan countries and induce growth in the long run. Moreover, continued integration with Euro-Atlantic commercial and academic institutions, including through trade and investment, often can enhance long-term prosperity in the Western Balkans.A.2 GoalsThe first goal of this project is to establish a network of researchers, analysts, business leaders, and/or journalists in the Western Balkans, who promote Euro-Atlantic trade, responsible foreign direct investment, stewardship of the environment, development of human capital, long-term prosperity built on a market- and rule of law-based system, and engagement with Euro-Atlantic commercial and analytical partners. This network of diversified stakeholders will investigate the current effects of trade and FDI on economic growth in the six West Balkan states and promote Euro-Atlantic integration through a trade and investment forum as well as through public discourse. A second goal is to create mechanisms to maintain this network, which will promote economic reforms that interest key stakeholders, including the government of Serbia, the Serbian civil society and private sector, in addition to the Serbian academic society.A.3 Expected ResultsIllustrative examples of anticipated program outcomes include: Publicly accessible information on the current effect of free trade agreements and FDI on economic growth in the six West Balkan states. In particular, this should emphasize the positive impacts of Euro-Atlantic trade and investment in the Western Balkans, A significant trade and investment forum to promote Euro-Atlantic commercial relations with the Western Balkans, Greater public awareness of and expert attention to the environmental effects of FDI, Greater public awareness of and expert attention to FDIs effects on human capital, for example the creation of jobs overall as well as the creation of high-level, high-wage employment in leadership and management positions of foreign-owned companies in the Western Balkans, Development and/or implementation of local, national, or European Union-led strategies to mitigate risks associated with existing FDI in infrastructure, mining, auto and battery production sectors. These risks might include the potential for exploitation of cheap labor and resources and the risk of cultural clashes and political instability.A.4 Main ActivitiesIllustrative examples of program activities include: Development of a public trade and FDI portal and creation of a mechanism to ensure it continues beyond the two-year program of the grant, Organizing and hosting a trade and investment forum in the Western Balkans and creation of a mechanism to ensure the forum has long-lasting spillover effects, commercial, political, and/or analytical, Articles and op-eds published in local languages and/or English discussing trade and FDI and emphasizing, when possible, the positive impact of Euro-Atlantic investment and trade, Roundtable discussions in covered countries, organized by local partners, to publicize findings and galvanize responses.A.5 Performance IndicatorsThe project should aim to have an impact that leads to measurable increases in public awareness of trade and FDI, increased public attention regarding the positive impacts of EU and transatlantic commercial ties and investment, and evidence of continuing networking on relevant issues in the Western Balkan region. A catalog of the number of media stories with such an emphasis could be an indicator of success. New and widely publicized data regarding positive impact of Euro-Atlantic trade and investment on job creation, especially high-wage managerial positions, would be another indicator as would an increase in such job creation, though the latter would take several years to produce. In accordance with the Executive Order on Advancing Racial Equity and Underserved Communities, programs should implement strategies for integration and inclusion of individuals/organizations/beneficiaries that can bring perspectives based on their religion, sex, disability, race, ethnicity, sexual orientation, gender identity, gender expression, sex characteristics, national origin, age, genetic information, marital status, parental status, pregnancy, political affiliation, or veterans status. Programs should be demand-driven and locally led to the extent possible. All programs should be non-discriminatory, and implementers should include strategies for nondiscrimination of individuals/ organizations/beneficiaries based on race, color, religion, sex, gender identity, gender expression, sex characteristics, sexual orientation, pregnancy, national origin, disability, age, genetic information, marital status, parental status, political affiliation, or veterans status.Priority Region: Western Balkans (Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia)B. Eligible Applicants: The following entities, from one of the six Western Balkan countries or from the United States, are eligible to apply: Not-for-profit organizations, including think tanks, business associations, universities, and civil society/non-governmental organizationsIndividuals may not apply for this program.2. Cost Sharing or Matching.Cost sharing is allowed but not required and will not impact funding decisions.While filling out the application, you will be required to tell us whether you are also receiving funding from other donors for your project. Please be aware, however, that you must be able to carry out all the activities described in your application with the funding you receive, even if the contributions from other donors or other funding sources fail to materialize.3. The National Park Service Species Inventories Program (https://www.nps.gov/im/species-inventories.htm) funds projects that address specific management actions underway or planned at a park and the timeline for these projects typically is 12-18 months, resulting in a standard set of deliverables including a report. Four parks in the southeastern United States need an inventory of bat species occurrence (presence/absence) particularly of tricolored bats and their roost site locations and foraging habitat. The parks are Canaveral National Seashore, Fort Matanzas National Monument, Cumberland Island National Seashore and Timucuan Ecological and Historic Preserve. Each park would like to understand bat presence/absence in natural habitat and selected structures. They anticipate a sample set of at least five sites at each park could be sufficient to provide insights to their management needs. Our project development workflows involve engaging park managers to clarify their needs. Once an agreement is in place, we coordinate project calls and assist with deliverables and product reviews.

Purpose of Award: U.S. Mission Poland invites proposals from potential partners in Poland to develop projects to build a network of Polish educators, potentially including secondary school teachers, school administrators, public education officials, and museum and cultural institution staff, and to provide continued activities to empower those individuals as they enhance Holocaust and human rights education programs at their home institutions. This project would be announced in connection with U.S. remembrance of the 80th anniversary of the liberation of Auschwitz and the end of WWII. Priority Program Area: Accurate education about the history of the Holocaust, teaching the Holocaust and human rights in context, countering antisemitism and other forms of discrimination, and other forms of Holocaust memorialization or remembrance. Participants and Audiences: Proposals should describe both the primary and secondary audiences for the program, including anticipated numbers to be reached. Primary audiences are those who will participate directly in the program, while secondary audiences are those who will be reached by the projects primary audiences as a result of their participation. (For example, a workshop for educators would have teachers as the primary audience and the students in their classrooms as the secondary audience benefiting from the teachers professional development.) All project participants in (the primary audience for) the activities must be citizens or residents of Poland living and working in Poland, potentially including, but not limited to, secondary school teachers, school administrators, ministry of education officials, and public historians who work in museums and cultural institutions supporting secondary school or tertiary history education in their communities. The following types ofprograms are not eligible for funding: Programs relating to partisan political activity; Legal services and direct physical and mental health services provided to individuals (legal guidance and/or psychological, social or emotional development activities offered in a group setting may be supported by the grant); Construction programs; Programs that support specific religious activities; Fund-raising campaigns; Lobbying for specific legislation or programs; Academic or scientific research (note that curriculum development is an eligible activity); Programs intended primarily for the growth or institutional development of the organization; and Individual travel to attend a conference and/or courses at any educational institution. USAID/RMCA is in the process of designing its new Trade and Economic Growth activity that will aim at diversifying the country's economy, enhancing trade opportunities, and improving the investment climate to foster sustainable, resilient, and inclusive economic growth in Turkmenistan, in partnership with the Government of Turkmenistan. This Request for Information (RFI) is a preliminary call for information offered by interested organizations and individuals to provide information, opinions, strategies and recommendations to achieve the objectives and results stated in the RFI. This program will address key opportunities for economic development in Turkmenistan, including enhancing trade routes, streamlining border crossings, and improving business transparency and regulatory clarity. USAID/RMCA will utilize its expertise and resources to support Turkmenistan in transitioning to a more diversified and dynamic economy, in line with Turkmenistans National Action Plan for Socioeconomic Development and United States Government priorities in the region and in Turkmenistan.

Executive Summary: Competitive proposals will show the capacity to manage both the PD operational/programmatic and ASSF programmatic activities at the Spaces. Thus, the most competitive applicants will submit at least two proposals, as appropriate. Furthermore, applicants demonstrating the capacity to manage multiple Spaces will be highly competitive. The recipient will receive significant Public Diplomacy Section input and assistance to ensure the programming under both awards meets U.S. Embassy Dushanbe goals and objectives. The expected date range for implementation of all projects is October 1, 2024, to September 30, 2025. Please follow the instructions below for the application. Background American Spaces are the premier public diplomacy platform of the U.S. Embassy in Tajikistan that has been strengthening mutual understanding and friendship between the people of Tajikistan and the United States of America for almost 21 years. The eight American Spaces in Tajikistan are located in Bokhtar, Dushanbe, Gharm, Isfara, Khorugh, Khujand, Kulob, and Panjakent and offer English resources and development opportunities to meet interests of diverse audiences, while also serving as gateways for Tajik citizens to learn about American society, culture and education. The American Spaces are well known in the community for their regular English-language activities, such as conversation groups with native speakers, workshops with visiting specialists, and regular presentations by Americans on U.S. life and culture. American Spaces operate based on the global standards of the American Spaces program. These standards mandate that every American Space offer programming in six core areas free of charge for all the participants: 1. English language teaching and learning: Increase English language proficiency and instructional skills of English language learners and English language teachers, particularly for underserved audiences by facilitating a wide range of programs (designed and delivered by American Space coordinators, USG grantees, and volunteer networks) that build the skills of English language teachers and promote English language learning. American Spaces provide access to English language speakers and professional development/teacher training resources provided by the State Department. 2. Information about the United States: Increase awareness and understanding of school and university students about American history, culture, and society through people-people diplomacy. American Spaces also offer collections of English books, videos, newspapers, magazines, photo galleries, and Internet access and ensure these collections remain accurate, up to date, and audience appropriate. 3. Educational advising: Increase the knowledge and skills of high-school students on higher education opportunities in the United States by providing accurate, comprehensive, and up-to-date guidance on applying to U.S. colleges and universities. In collaboration with Education USA, American Spaces conduct virtual sessions providing accurate, comprehensive, current information about opportunities to study in the United States. American Spaces host students/ alumna of different exchange programs to talk about their study, life in the States, sharing tips from their personal experience. They also conduct essay writing clubs and TOEFL sessions for the student who seek opportunity to study in the States. 4. Alumni engagement: Support continuing engagement with alumni of U.S. exchange programs and cultural enrichment programs, connecting them to local audiences by sharing their U.S. experience and expertise to benefit the local communities. 5. Skills Building: Develop skills and increase capacity of the Tajik population to meet global challenges, mitigate crises, increase trade, support inclusive and sustainable economic growth and opportunity and strengthen resilience to economic, technological, environmental and other global challenges. American Spaces continue offering programs to meet interests of diverse audiences in the regions especially by organizing projects that promote English language, innovation, entrepreneurship, environmental protection, and gender equality in STEM, as well as teach skills such as critical thinking and media literacy, resume writing and job promotion, how to launch entrepreneurial or social development projects, how to use makerspace equipment to conduct projects. 6. Strategic Cultural Programs: Foster people-to-people connections, increase understanding and build respect towards the United States with Tajikistan audiences through cultural programs and holiday celebrations, that can include visual and performing arts, film, literature, health, food culture/cuisine, sports, science and technology, volunteerism, makerspace activities, environment, civil society, and entrepreneurship. The American Spaces in Tajikistan also actively partner with international and local organizations to conduct highly impactful programs. Funding Opportunity 1: Operational/Programmatic (PD): Competitive proposals will show a cost-share for space/rent or staffing. Competitive proposals will seek to maintain current Spaces locations or justify proposals to relocate to a new facility. Project Goal: Strengthen relationships, deepen trust, and expand people-to-people exchanges between the United States and Tajikistan. Objectives: Objective 1: Oversee and administer American Spaces operations within the allocated budget over a 12-month period, demonstrated by implementation of innovative solutions to technical and logistical challenges, maintenance of staffs high professional standards, and cost-efficient maintenance of spaces, while maintaining the modern aesthetic and accessibility standards of American Spaces. Provide skilled, innovative staff, comfortable with social media, to attract and work with public audiences. Objective 2: Increase the reach and engagement outreach to target American Spaces audiences by creating and launching a unified social media strategy within the second months of the programs implementation. Objective 3: Improve program management, reporting, and other professional skills of American Space Coordinators at six American Spaces through in-person and virtual professional development training and activities. a. Training topics may include but are not limited to: project planning, report writing techniques, methods on tracking Key Performance Indicators (KPIs) and metrics, budget management, data collection tools and techniques, data analysis, social media management, graphic design and content development, customer service, first aid, etc. b. Offer free-of-charge skills building workshops and educational programs to showcase American culture, holidays, and traditions at six American Spaces of Tajikistan: Gharm, Isfara, Khorugh, Khujand, Kulob, Panjakent. Objective 4: Design and execute a range of diverse programming activities across six core areas of American Spaces (described above) at six American Spaces in Tajikistan: Gharm, Isfara, Khorugh, Khujand, Kulob, and Panjakent, demonstrated by sustained participation and increases in participant turnout. Funding Opportunity 2: Programmatic (ASSF) Goal: Strengthen relationships, deepen trust and expand people-to-people exchanges between the United States and Tajikistan through the promotion of the English language, providing a supportive and tolerant community to combat violent extremism, increasing regional connectivity, and promoting economic opportunities. Objective: Design and execute a range of diverse programmatic activities across six core areas of American Spaces (explained below) in alignment with Mission goals at eight American Spaces in Tajikistan, demonstrated by sustained participation and increases in participant turnout. 7. English language teaching and learning: Increase English language proficiency and instructional skills of English language learners and English language teachers, particularly for underserved audiences by facilitating a wide range of programs (designed and delivered by American Space coordinators, USG grantees, and volunteer networks) that build the skills of English language teachers and promote English language learning.
