The Employment Development Department (EDD), in coordination with the California Labor and Workforce Development Agency (LWDA), announces the availability of up to $1 million in California State General Funds for the Evaluation and Technical Assistance (ETA) for the Displaced Oil and Gas Worker Fund (DOGWF). The DOGWF ETA PY 23-24 awardee will be responsible for providing evaluation and technical assistance for DOGWF PY 23-24 program awardees as they pioneer initiatives that guide displaced oil and gas workers into new jobs and career trajectories by extending beyond singular sectors, committed to securing stable, well-compensated, and gratifying roles for these workers across diverse industries. The DOGWF ETA PY 23-24 grant aims to enhance the effectiveness and sustainability of DOGWF projects. The initiative seeks to fund an organization with expertise in assessing program and operational capacity, facilitating Communities of Practice (CoPs), conducting a developmental evaluation for continuous learning and improvement, and addressing the needs of displaced workers impacted by energy sector shifts for future policy and program planning. In addition, the ETA awardee will support program grantees with developing and implementing strategies for partnership development, participant assessment, skills transfer, career navigation, administering training stipends, providing wrap-around support, identifying relevant career pathways and training programs, and guidance on participant tracking and performance outcomes reporting. Applicants for the DOGWF ETA must be organizations with the capacity, relationships, and expertise to deliver ETA to grantees across the state. Proposals from non-profit or for-profit consulting, technical assistance, evaluation, capacity-building organizations, labor organizations, community colleges, adult education providers, workforce boards, and education and training providers will be accepted. This funding opportunity provides financial support to organizations training electricians in California to install electric vehicle charging infrastructure, with a focus on increasing access for disadvantaged and rural communities.

n recent years, California has experienced increased electrical system outages caused by climate-related events such as increased wildfires, heat waves, and storms, or through public safety power shutoffs (PSPS). These events, as well as aging infrastructure, threaten grid reliability, public health and safety, economic prosperity, communities, and ecosystems. They also pose disproportionate consequences for the most vulnerable populations in both rural and urban areas. The intent of this solicitation is to invest in projects that increase the electric reliability and resiliency of communities in California by reducing outage frequency, duration, magnitude, and associated community impacts, while bolstering California’s workforce and promoting equity. The CERRI Program is designed to prioritize projects that will generate the greatest community benefit by reducing the likelihood and consequences of electrical system outages. As such, projects that are close to shovel-ready, have initiated the environmental review process, or leverage otherwise stranded assets or existing infrastructure will be scored favorably based on criteria listed in Section IV.F. The objectives are oriented around four main themes outlined below. These themes are not listed in rank order. Energy reliability and resilience: Reduce the frequency, duration, and magnitude of power outages and strengthen communities’ ability to function during power outages by providing day-to-day and emergency services for its constituents.Community Benefits: Ensure that the benefits of clean, safe, affordable, and reliable energy are shared by all, particularly communities with critical energy reliability and resilience needs.Advancement of Energy and Climate Goals: Support California’s energy modernization and climate goals.Workforce Development and Labor: Create high-quality jobs with strong labor standards and protections that attract and train a skilled workforce for lasting careers in the clean energy industry.

Carbon Removal Innovation Support Program (CRISP) This program was created under Assembly Bill (AB) 209 (The Energy and Climate Change budget bill, Chapter 251, Section 13, Chapter 7.8, Article 1, enacted in September 2022). The purpose is to implement advanced technologies for direct  air capture of atmospheric carbon.   Program and Funding Areas Eligible projects include, but not limited to, technology research, development and demonstrations and prototype and pilot research test centers to remove atmospheric carbon. Ineligible projects do not include a project to benefit petroleum or gas production, processing or refining through enhanced oil or gas recovery. 

The NYFIRST medical school grant program aims to support the recruitment or retention of exceptional life science researchers at New York State medical schools. The program offers a maximum grant of $1.0 million, with a requirement for grantees to provide $2 in matching funds for every $1 of NYFIRST program assistance. Eligible expenses include laboratory establishment or upgrades, purchase of capital equipment and specialized supplies, and working capital for professional staff costs. Eligible applicants are limited to medical schools in New York State, and the recruited or retained Principal Investigator must have a history of translational research and be pursuing innovative solutions for unmet clinical needs with a clear path to commercialization. Additionally, the talent must demonstrate a history of entrepreneurship, be tenured or on a tenure track, hire from outside New York State or retain full-time scientists or doctoral students/post-doctoral fellows, and have potential for significant life sciences economic development benefits in New York State. This funding opportunity provides financial support to private companies, site hosts, and local public agencies in Illinois for repairing or replacing non-operational electric vehicle chargers to enhance the state's EV charging network.

The Pennsylvania Department of Agriculture is inviting applications for agricultural research grants for projects to be conducted from July 1, 2024, to June 30, 2026. The projects should address various critical areas such as pest infestation impacts, Chesapeake Bay farm management practices, pollinator protection, food action plans, urban agriculture, energy in agriculture, animal health, and robotic technology in farming. Funding is contingent upon the 2024-2025 budget appropriations, and the deadline for application submission is June 7, 2024. The department will evaluate the proposals based on a 100-point scale considering project needs, research outcomes, methodology, evaluation and replicability, industry support, and research team diversity.

The Energy Assistance Program (EAP) application for program year 2023-2024 will open on October 02, 2023 at 8am EST. Indiana residents can apply for utility bill assistance through the Low Income Home Energy Assistance Program (LIHEAP), a federally-funded program through the U.S. Department of Health and Human Services (HHS). The application period closes on May 20, 2024 at 5:00 PM Eastern Time. Applicants can apply online via the online portal, by mail, in-person, or by calling 2-1-1. To apply in-person or request a paper application form, applicants must contact their Local Service Provider. The EAP provides a one-time benefit to assist with the high cost of electricity and heating for homes. However, it is important to note that this benefit is not intended to cover all heating and electricity costs, so applicants should continue to pay their bills regularly. Eligibility and benefits are determined by Local Service Providers based on income qualifications. It may take up to 55 days for eligibility determination and an additional 30 days for the utility company to process the benefit.
