State Youth Grants

The purpose of the Sickle Cell Follow-up grant program is to increase access to hematology centers to assure the availability of statewide services to families in Illinois who have a newborn or child with a sickling disorder or trait. Medical services are those related to diagnosis and treatment of sickle cell or other hemoglobinopathies and include, but are not limited to patient assessment, counseling, laboratory services and long-term patient care, as clinically indicated.

This funding opportunity supports community service programs in New York State that address local needs in areas such as education, public health, and environmental conservation through AmeriCorps initiatives.

The State Library of Oregon works to improve library service for all Oregonians through their local public libraries. As state-funded non-competitive grants, Ready to Read funds are an essential part of this mission. Grants are distributed annually to all legally established public libraries who apply for and report on their yearly grant spending. In the late 1970’s, state funding was initially allocated to support libraries serving preschool aged children. This has changed over time to include an expanded focus on summer reading projects. The Oregon Revised Statutes governing the Ready to Read grant program can be found in 357.740-357.780. Grant renewed every year. Ready to Read grants help communities support our youngest Oregonians using the below early literacy and summer reading outcomes to direct their work. Outcomes are broad enough to allow all libraries, regardless of size and location, to address a meaningful early literacy and/or summer reading community need. Libraries choose annually which outcomes they will work towards in their communities. Early Literacy Outcome #1: Young children develop the 6 early literacy skills by the time they start kindergarten. Early Literacy Outcome #2: Adults enjoy reading, singing, talking, writing, and playing with their young children regularly to help them develop early literacy skills. Summer Reading Outcome #1: Youth maintain or improve their literacy skills over the summer. Summer Reading Outcome #2: Youth demonstrate their love of reading and learning by choosing to engage in these activities during their free time over the summer. Summer Reading Outcome #3: Adults enjoy spending time engaging in early literacy activities with youth over the summer to help them develop literacy skills. Each biennium, the Legislature allocates a total amount of Ready to Read funding, half of which is distributed each year of the biennium. Grant amounts are calculated each fiscal year with a formula assigning 80% of the grant based on the number of children ages 0-14 being served, and 20% based on the library's geographic area service boundaries. Libraries receive a minimum grant amount of $1000 and apply for the exact amount they are allocated each year. For 2024, the State Library plans to distribute $818,461 to 143 public libraries in December 2023 to use in their Ready to Read projects. For 2024, some allocated grant amounts may look slightly different than in previous years.Mostly this is due to a decrease or increase in the population of children in a particular service district. The RTP is a federal assistance program that provides funds to states for the development and maintenance of recreational trails and related facilities for both motorized and nonmotorized recreational trail uses. Funded through the Fixing America's Surface Transportation (FAST) Act for Federal fiscal years 2016 through 2020, the program supports a broad spectrum of trail activities such as maintenance, restoration, construction, and acquisition of land for recreational trails. The State of Maine participates in the RTP and has designated the Bureau of Parks and Lands to administer the program, focusing on projects that enhance public access, connectivity, and utilization of trails.

The New Jersey Department of Agriculture invites applications for the Underserved Farmers Mini Grant, funded through the USDA Agricultural Marketing Service Specialty Crop Block Grant Program and the Consolidated Appropriations Act of 2021. The program enhances the competitiveness of specialty crops in New Jersey by supporting projects led by underserved farmers, including socially disadvantaged, beginning, and military veteran farmers. Grants of up to 5,000 dollars may support activities such as researching new cultivars, outreach to youth and communities on specialty crops, targeted marketing, personnel, purchase of special purpose equipment, educational workshops, planting specialty crops, and distribution of promotional materials. Projects must conform to USDA AMS guidelines and general terms and conditions. Eligible applicants include qualified businesses and producers, as well as nonprofit and community based organizations developing projects that increase the production, marketing, and research of specialty crops in New Jersey. The IDEA Capacity Building Grant, offered by the Division for Special Education Services and Supports, aims to provide federal funds to Local Educational Agencies (LEAs) and Georgia Network for Education and Therapeutic Services Support (GNETS) in Georgia. The grant supports projects for students with disabilities, focusing on professional learning, high-quality instructional materials, and evidence-based interventions. The grant period is from July 1, 2024, to June 30, 2025, with funds allocated to improve literacy and ELA standards compliance.

The 4-H Reimbursement Program is designed to support county 4-H organizations in Pennsylvania by reimbursing a portion of their annual expenses for activities that promote leadership development. The program classifies organizations into four tiers based on membership, offering base funding plus additional per-member reimbursement. Tier 1 organizations with up to 1,000 members receive $1,000 plus $1.50 for each traditional member and $1.00 for each school enrichment/special interest member. Tier 2 covers 1,001 to 2,000 members with $2,500 base funding; Tier 3 includes 2,001 to 3,000 members with $3,000 base funding; and Tier 4 supports over 3,001 members with $3,500 base funding, with a maximum reimbursement of $9,000. The program aims to support the overall activities of the 4-H organizations, including public speaking, judging contests, scholarships, and administrative costs, among others. The FY 2025 CTE Education Career Pathway RFP, accessible through the ISBE Web Application Security (IWAS) system, is aimed at entities capable of supporting career and technical education (CTE) activities as outlined in 23 Ill. Adm. Code 256.400. The RFP for the FY 2025 planning year does not require an initial allocation or itemized budget; approved applicants will later submit an amended application with detailed financials and agreements as directed by ISBE. The application deadline is May 3, 2024, at 4:00 p.m. Grant renewed every year.

Business Oregon is offering a grant of over $1 million for the development and expansion of early learning and child care resources, prioritizing culturally specific organizations, programs expanding child care slots, and those operating in child care deserts, with funds to be used for construction, renovation, property acquisition, and planning projects related to child care infrastructure.

Since 1986, the state’s Housing Trust Fund has invested over $2 billion in capital funding and helped build or preserve more than 58,600 affordable housing units statewide. The Washington Legislature makes biennial appropriations in the capital budget and directs the Department on how to invest the funds. The Housing Trust Fund provides capital financing through loans or grants to affordable housing projects through annual competitive application cycles.For over 25 years the Policy Advisory Team (PAT) has provided recommendations and advice on affordable housing policy for Commerce and the Affordable Housing Advisory Board (AHAB). RCW 43.185A.020 requires Commerce to develop and administer its affordable housing program with advice and input from AHAB. Commerce has made it a priority to make our community feedback more representative of communities most impacted by the housing crisis and discrimination in housing. Incorporating the voices of community members, and particularly centering voices of communities that experience marginalization and discrimination in access to housing, was a priority throughout a consultant-led process, which involved multiple public meetings across 2023. As a result of this process, Commerce recognizes the need to improve engagement holistically, and is presenting a proposal that replaces the current PAT. This proposal focuses on the following strategies to increase transparency of decision making by incorporating input from diverse stakeholders with reasonable timelines, presentations and multiple feedback channels.
