The California Tahoe Conservancy (Conservancy) leads California's efforts to restore and enhance the extraordinary natural and recreational resources of the Lake Tahoe Basin. The principal goal of the Conservancy's Science and Lake Improvement Account program (SB 630, 2013) is to support near-shore environmental improvement program activities and projects, particularly projects that manage aquatic invasive species or improve public access to sovereign land in Lake Tahoe.More specifically, such projects manage aquatic invasive species, or improve public access to sovereign land in Lake Tahoe, including planning and site improvement or reconstruction projects on public land, and land acquisitions from willing sellers. Applications may be considered under one or both of the following project priorities. Project Type - Transition from Provisional License to Annual License: To transition to an annual license, provisional licensees must meet all regulatory requirements in Title 3 of the California Code of Regulations, sections 8102, 8105, and 8106. Eligible activities under this project type include, but are not limited to: cleanup, remediation, and restoration, professional services, consulting, and infrastructure related to cleanup, remediation, and restoration. Eligible costs include but are not limited to: compliance costs (except the ineligible costs described above); meeting the avoidance, minimization, or mitigation requirements approved in the project’s CEQA document; or county permitting requirements. If the applicant is representing a provisional license cultivator, actions outlined must lead to the issuance of an annual license or lead to on-the-ground implementation that will result in the issuance of an annual license from the licensing authority. Project Type - Sustainable Cannabis Cultivation Practices: Sustainable cannabis cultivation practices should alleviate direct and indirect environmental impacts of cannabis cultivation and enhance environmental stewardship. Activities that may be eligible include but are not limited to: sustainable water consumption, sustainable waste management, integrated pest and disease management, erosion control, and/or riparian protection. Qualified Cultivator - The following qualified cultivator may be represented by an eligible applicant. The qualified cultivator being represented by the eligible applicant must at a minimum have a valid and active provisional license or annual license issued by the California Department of Food and Agriculture (CDFA; now the Department of Cannabis Control). Bus. & Prof. Code, § 26050.2 et seq.). Priority will be given to qualified cultivators with ownership and/or financial interest in no more than 10,000 square feet of total canopy. However, cultivators with ownership and/or financial interest accumulating between 10,000-20,000 square feet of total canopy may still qualify. All proposed projects must benefit qualified cultivators as defined below. Qualified cultivation license types are: Specialty cottage:-“Specialty Cottage Outdoor” is an outdoor cultivation site with up to 25 mature plants.-“Specialty Cottage Mixed-Light Tier 1” only, is a mixed-light cultivation site with 2,500 square feet or less of total canopy Specialty:-“Specialty Outdoor” is an outdoor cultivation site with less than or equal to 5,000 square feet of total canopy, or up to 50 mature plants.-“Specialty Mixed-Light Tier 1” only, is a mixed-light cultivation site between 2,501 and 5,000 square feet of total canopy. Small:- “Small Outdoor” is an outdoor cultivation site between 5,001 and 10,000 square feet of total canopy.- “Small Mixed-Light Tier 1” only, is a mixed-light cultivation site between 5,001 and 10,000 square feet of total canopy. “Mixed-light Tier 1” is without the use of artificial light or the use of artificial light at a rate above zero, but no more than six watts per square foot.

This solicitation will target technologies that have the potential to demonstrate cost-effectiveness and scalable to multiple industrial facilities with potential to increase confidence for adoption.

Grant Opportunity: Equity Leads for California Statewide System of Support Purpose: Collaborate with the California Collaborative for Educational Excellence (CCEE), the department, and other lead agencies within the system of support to advance the objectives outlined in subdivision (b) of Section 52059.5. Description: Established in 2023 under Senate Bill 114, Section 79 (Chapter 48 of the Statutes of 2023), the Equity Leads initiative forms an integral part of the California Statewide System of Support. With an annual investment of $2 million, Equity Leads will work closely with local educational agencies (LEAs) to identify barriers to opportunities and implement services aimed at meeting the diverse needs of all pupils. This includes addressing disparities in opportunities and academic outcomes. This funding opportunity provides financial support to nonprofit organizations, public agencies, and tribal governments in California to implement projects that reduce nonpoint source pollution and improve water quality in local watersheds.

Funding and Duration: Grant amounts for the conventional program range from $100,000 to $500,000. The maximum grant duration is two (2) years, eight (8) months, and grant funds cannot be expended before November 1, 2025, or after June 30, 2028.   Projects submitted through the Additional Assistance for Historically Underrepresented Organizations (Additional Assistance) Program will range from $100,000 to $250,000. Grantees will be required to accomplish the following within the Grant Activity Period: Convene a standing committee of community members and stakeholders tosupport development of new SLP structure and strategic framework. Model equity practices and principles in the development of new SLP mission,vision, programming, and services. Identify and retain a dedicated staff member to lead new SLP and provide mentorship to that individual. Identify and maintain an accessible public office space for the new SLP. Create and implement a realistic operating budget for new SLP, with appropriate portion of grant funds going directly to support new SLP. Supply anticipated outcomes for a one-year grant and outline any next steps anticipated to occur beyond the grant activity period to fulfill the goals of the grant program. 

This grant provides funding for public agencies, tribes, and non-profit organizations in California to acquire land essential for conservation efforts under Natural Community Conservation Plans and Habitat Conservation Plans.

The purpose of this solicitation is to fund applied research to increase California’s hydropower generation through precipitation enhancement (cloud seeding). Research funded by this solicitation will foster cost-effective, robust approaches to manage anticipated needs for zero-carbon, fast-ramping resources in the context of a rapidly evolving energy system and climate change.; The proposed research contributes to implementation of the Electric Program Investment Charge (EPIC) 2021-2025 Investment Plan and responds to the strategic objective: “Inform California's Transition to an Equitable, Zero-Carbon Energy System that is Climate-Resilient and Meets Environmental Goals” (Chapter 7). Specifically, this solicitation supports the topic 44 within the Climate Resilience Initiative: “Integrating Climate Resilience in Electricity System Planning.” Hydroelectric power is an important source of zero-carbon, dispatchable power in California. It is a critical element of the state’s electricity system and in-state generation, providing peaking reserve, spinning reserve, and load following capacity, as well as transmission line support (Somani, et al., 2021). The percentage of the state’s electricity supplied by hydropower varies, as hydropower resources are strongly dependent on magnitude and timing of snowmelt runoff and rainfall. Between 2012 and 2021, hydropower (including in-state generation and imports) provided an average of 9 percent of California’s total energy mix (California Energy Commission 2022). As the state continues to contend with drought and other climate-driven impacts on water and hydropower resource availability, as well as develop more sustainable water management practices (California Water Action Plan, 2014), the proposed research will support opportunities for increasing and sustaining hydropower generation. Specifically, the research will contribute to more effective precipitation enhancement (cloud seeding) strategies.

The California Fire Foundation (CFF) grant program is designed to actively address wildfire preparedness and prevention needs across California. This aligns directly with the foundation's mission to protect and enhance public safety, as well as the safety of California's firefighters and other first responders. By supporting projects in these critical areas, CFF aims to mitigate the growing threat of wildfires and safeguard communities throughout the state. The program seeks to fund initiatives that contribute to a more resilient California in the face of climate-caused disasters. The primary beneficiaries of this grant program are California-based fire departments, firefighter associations, federally-recognized tribes, and local nonprofit organizations. Indirectly, the grant aims to benefit communities across California, with a specific focus on under-resourced communities at heightened risk and/or socially vulnerable populations. This includes low-income/impoverished individuals, minority status groups, those with limited English proficiency, people with disabilities, and seniors/older adults. The overarching impact goal is to reduce wildfire risk, enhance community safety, and support those most vulnerable to the effects of climate-caused wildfires and other disasters. The grant program prioritizes several key focus areas. These include vegetation mitigation and fuels reduction efforts, which directly address the physical conditions that contribute to wildfire spread. Additionally, the program supports education, planning, and community outreach campaigns to raise awareness and foster preparedness among residents. The program prioritizes Projects that benefit vulnerable and LMI populations as well as those located inside the Most Impacted and Distressed area (MID) or documented to impact the MID. Per the grant requirements program funds must benefit the MID and 50 percent of the program funds are required to benefit LMI persons. Additionally, for CDBG-MIT funds to be used as the non-federal cost share local match, the Project must be a HUD eligible activity and must meet a HUD national objective, per CDBG-MIT rules and regulations. Similarly, the Project must fully comply with all applicable federal rules and regulations, to include Davis Bacon and related acts, Section 3, Section 504, procurement, environmental review, and all other CDBG-MIT, cross-cutting, state and local applicable statutes, rules, and regulations.  

Program Funds awarded under this NOFA shall be used to provide construction loans and/or permanent financing loans at simple interest rates of no higher than three percent per annum, for payment of predevelopment costs, acquisition, construction, or rehabilitation as well as to construct, convert, reconstruct, rehabilitate, and/or repair Accessory Dwelling Units (ADUs) or Junior Accessory Dwelling Units (JADUs). Eligible activitiesPursuant to Guidelines, Section 105, the LHTF funds shall be allocated in compliance with all of the following: 1. To provide construction loans and/or permanent financing loans at simple interest rates of no higher than three percent per annum, for payment of predevelopment costs, acquisition, construction, or rehabilitation associated with Affordable rental housing projects, Emergency Shelters, Transitional Housing, Permanent Supportive Housing, homebuyer/homeowner projects to purchase for-sale housing units or to rehabilitate an owner-occupied dwelling. Funds may also be used for the construction, conversion, repair, and rehabilitation of Accessory Dwelling Units or Junior Accessory Dwelling Units. 2. Administrative expenses may not exceed five percent of program Program Funds and Matching Funds.3. A minimum of 30 percent of program Program Funds and Matching Funds, after deducting administrative expense, shall be expended on assistance to Extremely Low-Income Households. To comply with this requirement, dwelling units or shelter beds must be Affordable to and restricted for Extremely Low-Income Households with household income of no more than 30 percent of Area Median Income (AMI). 4. No more than 20 percent of the program Program Funds and Matching Funds, after deducting administrative expense, shall be expended on assistance to Moderate-Income Households. To comply with this requirement, dwelling units must be Affordable to and restricted for Moderate-Income Households with household income of no more than 120 percent of AMI. 5. The remaining program Program Funds and Matching Funds shall be expended on assistance to Lower-Income Households. To comply with this requirement, dwelling units must be Affordable to and restricted for Lower-Income Households with household income of no more than 80 percent AMI. Funding Activity requirements LimitsPursuant to Guidelines, Section 103, the funding minimums, and maximums apply as detailed below:-The minimum application request by an Applicant that is an existing Existing Local Housing Trust Fund shall be $1 million. -The minimum application request by an Applicant that is a new New Local Housing Trust Fund, but which is not a Regional Housing Trust Fund, shall be $500,000.-The minimum application request by an Applicant that is a new New Local Housing Trust Fund, which is also a Regional Housing Trust Fund, and which is utilizing Permanent Local Housing Allocation Funds as Matching Funds, shall be $750,000. -The maximum application request for all Applicants shall be $5 million.

This funding opportunity provides financial support to public agencies, tribes, and non-profit organizations in California for projects that preserve and enhance fish and wildlife habitats through the implementation of conservation plans.

The HOME-ARP Housing Plus Support Program provides funding for service providers to provide short term financial assistance and critical services to qualifying populations who are exiting homelessness as well as to prevent vulnerable qualifying populations from losing housing.; The HOME-ARP Program is a one time allocation awarded to states, units of local government, insular areas, and consortia of units of general local government that qualified for an allocation of HOME funds in Fiscal Year 2021. Funding is intented to address the need for homelessness assistance and supportive services specifically for qualifying populations defined as homeless, at risk of homelessness, fleeing, or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking and other vulnerable populations at risk of housing instability. HOME-ARP funding for this NOFA will provide grants to nonprofit and Native American Entities. The Department will award HOME-ARP funds to provide critical services to those experiencing homelessness, exiting homelessness and to prevent vulnerable populations from losing housing.
