The California Climate Crisis Act (AB 1279, 2022) established targets to reduce anthropogenic greenhouse gas (GHG) emissions by 85% below 1990 levels and reach carbon neutrality by 2045. Supporting this legislation, the California Air Resources Board’s (CARB) 2022 Scoping Plan specifies that carbon removal activities such as carbon capture, utilization, and storage (CCUS) are new approaches that will need to be deployed to help achieve these GHG emissions reduction goals. Carbon dioxide (CO2) utilization is a promising approach in facilitating adoption of carbon capture and carbon removal while partially diverting the need for long term transportation and underground storage of CO2. Current CO2 utilization technologies are at an early stage of development and bear technical, economic, and market uncertainty. The carbon footprint associated with the energy consumption required to convert CO2 into value-added products prevents large-scale deployment of these technologies. The purpose of this solicitation is to improve the energy efficiency of innovative approaches and processes for manufacturing commodities using CO2 captured from industrial operations burning fossil gas. The goal is to decarbonize difficult-to-abate industrial fossil gas use via carbon dioxide utilization to create value-added products.

This funding opportunity is designed to support projects that improve water quality and supply, restore aquatic habitats, and enhance ecosystem functions, particularly benefiting native fish populations and promoting public-private partnerships.

This grant provides funding for local agencies, nonprofits, and tribes in California to develop projects that recycle water for various uses, including treatment, storage, and groundwater recharge.

This funding program provides financial support to counties and their partners to develop proactive solutions for drinking water issues affecting households served by small and domestic wells, particularly in response to drought and contamination challenges.

This program provides funding to Native American tribes, counties, cities, and special districts to acquire and position oil spill response equipment to safeguard local economic and environmental resources near state waters.

This grant provides funding to public agencies in California for the development and improvement of boat launching facilities to enhance recreational water access and support community development.

The purpose of the Program is to fund CASA Programs in California to provide more children in foster care with a CASA volunteer who will advocate for the services and support needed by children who have experienced abuse and neglect.

This funding opportunity provides financial support for land acquisition projects that help with the planning and implementation of conservation efforts aimed at protecting natural communities and habitats in California.

The Behavioral Health Scholarship Program (BHSP) makes awards to eligible applicants currently accepted or enrolled in an accredited academic or certificate program that prepares them to become one of the eligible professionals under this program for a scholarship of up to $25,000 in exchange for a 12-month service obligation practicing and providing direct patient care in an underserved community in California.

This grant provides funding for industrial facilities to implement projects that improve electrical grid operations and reduce greenhouse gas emissions, while a separate program supports food production facilities in achieving similar goals.

This solicitation has two purposes: 1) make $1,050,000 available to California Native American tribes for clean energy future planning as well as to better enable their participation in statewide clean energy and energy infrastructure planning activities and 2) make $500,000 available to local government entities to develop new or updated land use planning documents that support and advance the development of clean energy in their jurisdiction.

This funding is available to current property owners for cleanup and investigation of unauthorized petroleum releases from underground storage tanks, covering activities like site assessments, soil and groundwater investigations, and corrective action planning.

The California Tahoe Conservancy (Conservancy) leads California's efforts to restore and enhance the extraordinary natural and recreational resources of the Lake Tahoe Basin. The principal goal of the Conservancy's Science and Lake Improvement Account program (SB 630, 2013) is to support near-shore environmental improvement program activities and projects, particularly projects that manage aquatic invasive species or improve public access to sovereign land in Lake Tahoe.More specifically, such projects manage aquatic invasive species, or improve public access to sovereign land in Lake Tahoe, including planning and site improvement or reconstruction projects on public land, and land acquisitions from willing sellers. Applications may be considered under one or both of the following project priorities. Project Type - Transition from Provisional License to Annual License: To transition to an annual license, provisional licensees must meet all regulatory requirements in Title 3 of the California Code of Regulations, sections 8102, 8105, and 8106. Eligible activities under this project type include, but are not limited to: cleanup, remediation, and restoration, professional services, consulting, and infrastructure related to cleanup, remediation, and restoration. Eligible costs include but are not limited to: compliance costs (except the ineligible costs described above); meeting the avoidance, minimization, or mitigation requirements approved in the project’s CEQA document; or county permitting requirements. If the applicant is representing a provisional license cultivator, actions outlined must lead to the issuance of an annual license or lead to on-the-ground implementation that will result in the issuance of an annual license from the licensing authority. Project Type - Sustainable Cannabis Cultivation Practices: Sustainable cannabis cultivation practices should alleviate direct and indirect environmental impacts of cannabis cultivation and enhance environmental stewardship. Activities that may be eligible include but are not limited to: sustainable water consumption, sustainable waste management, integrated pest and disease management, erosion control, and/or riparian protection. Qualified Cultivator - The following qualified cultivator may be represented by an eligible applicant. The qualified cultivator being represented by the eligible applicant must at a minimum have a valid and active provisional license or annual license issued by the California Department of Food and Agriculture (CDFA; now the Department of Cannabis Control). Bus. & Prof. Code, § 26050.2 et seq.). Priority will be given to qualified cultivators with ownership and/or financial interest in no more than 10,000 square feet of total canopy. However, cultivators with ownership and/or financial interest accumulating between 10,000-20,000 square feet of total canopy may still qualify. All proposed projects must benefit qualified cultivators as defined below. Qualified cultivation license types are: Specialty cottage:-“Specialty Cottage Outdoor” is an outdoor cultivation site with up to 25 mature plants.-“Specialty Cottage Mixed-Light Tier 1” only, is a mixed-light cultivation site with 2,500 square feet or less of total canopy Specialty:-“Specialty Outdoor” is an outdoor cultivation site with less than or equal to 5,000 square feet of total canopy, or up to 50 mature plants.-“Specialty Mixed-Light Tier 1” only, is a mixed-light cultivation site between 2,501 and 5,000 square feet of total canopy. Small:- “Small Outdoor” is an outdoor cultivation site between 5,001 and 10,000 square feet of total canopy.- “Small Mixed-Light Tier 1” only, is a mixed-light cultivation site between 5,001 and 10,000 square feet of total canopy. “Mixed-light Tier 1” is without the use of artificial light or the use of artificial light at a rate above zero, but no more than six watts per square foot.

This solicitation will target technologies that have the potential to demonstrate cost-effectiveness and scalable to multiple industrial facilities with potential to increase confidence for adoption.

This funding program provides financial assistance to address urgent drinking water needs and to clean up pollution when no responsible parties are available to manage the situation.

This funding opportunity provides financial support for projects aimed at cleaning up and restoring watersheds affected by illegal cannabis operations, enhancing wildlife habitats, and improving water conservation efforts.

The program prioritizes Projects that benefit vulnerable and LMI populations as well as those located inside the Most Impacted and Distressed area (MID) or documented to impact the MID. Per the grant requirements program funds must benefit the MID and 50 percent of the program funds are required to benefit LMI persons. Additionally, for CDBG-MIT funds to be used as the non-federal cost share local match, the Project must be a HUD eligible activity and must meet a HUD national objective, per CDBG-MIT rules and regulations. Similarly, the Project must fully comply with all applicable federal rules and regulations, to include Davis Bacon and related acts, Section 3, Section 504, procurement, environmental review, and all other CDBG-MIT, cross-cutting, state and local applicable statutes, rules, and regulations.  

The CASF Broadband Public Housing Account provides grants and loans to build broadband networks offering free broadband service for residents of low-income communities including, but not limited to, publicly supported housing developments, farmworker housing, and other housing developments or mobile home parks with low-income residents that do not have access to any broadband service provider that offers free broadband service that meets or exceeds state standards for the residents of the low-income community. The allocated funding for the Broadband Public Housing Account is $15 million for fiscal year 2022-2023.  The Broadband Public Housing Account will finance up to 100 percent of the costs to install inside wiring and broadband network equipment.
