The financial health outcomes specifically target improving credit, increasing savings, increasing income, and reducing debt. Innovative financial products are also prioritized to boost family financial wellness, with a focus on increasing savings, decreasing debt, or building or establishing credit. Expected outcomes and measurable results include meaningful and measurable impact and change for Latino and immigrant financial health. This will be demonstrated through a comprehensive and specific strategy. The program also expects to strengthen the delivery of financial capability services through grantmaking, technical assistance, and training. The grant period is from October 1, 2024, to June 30, 2025. Eligible applicants are 501(c)(3) nonprofits that integrate, or plan to integrate, culturally relevant financial capability services into existing asset-building programs.

Specific focus areas are defined as: Education, encompassing projects that teach knowledge, strengthen skills, or impart trades; Health, covering initiatives that nurture and improve physical, mental, and/or social well-being; and Sciences, including projects that study or enhance scientific objectives such as physical, life, or social sciences. Expected outcomes for all funded programs should be identifiable and measurable, with a definitive timeline for completion or achievement. Eligible applicants include 501(c)(3) tax-exempt nonprofit organizations, organizations with a 501(c)(3) fiscal sponsor, governmental institutions, educational institutions, or faith-based organizations addressing non-religious needs. Projects must begin no earlier than July 2024, and only one submission per organization is considered per funding round. Ineligible activities include those relating to animals and/or the arts, financial assistance to individuals, religious-specific programming, organizational payroll/operational needs, and already incurred expenses. These guidelines reflect the Foundation's strategic commitment to investing in programs that drive tangible, community-wide benefits.

The New York State Environmental Facilities Corporation (EFC) is offering $325 million in grants for clean and drinking water projects. These grants are specifically for selected municipalities with infrastructure projects aimed at protecting public health and/or water quality. The EFC's mission aligns with the critical need to safeguard the state's water resources and ensure the well-being of its residents, directly supporting environmental protection and public health initiatives through strategic infrastructure development. The target beneficiaries of this grant program are municipalities across all counties in New York State. The program prioritizes projects that protect public health and water quality, with additional considerations for median household income, population served, governmental and community support, environmental justice, and project readiness. A key focus is on small, rural, and disadvantaged communities with populations of 3,500 or less, as these areas may qualify for enhanced awards, demonstrating an equitable approach to grant distribution. The program has clear priorities and focuses, specifically addressing clean water projects, drinking water projects, and intermunicipal (IMG) clean and drinking water projects. For clean water projects, awards can be up to $25 million or 25% of net eligible costs, with an enhanced 50% funding for small, rural, and disadvantaged communities. Drinking water projects tackling emerging contaminants (EC) above the State's Maximum Contaminant Level (MCL) can receive 70% of net eligible costs with no cap, while other drinking water projects are capped at $5 million or 60% of net eligible costs. IMG projects for cooperating municipalities can receive up to $30 million or 40% of net eligible costs. These differentiated funding structures reflect a strategic prioritization of the most pressing water quality challenges. Expected outcomes include the construction, replacement, or repair of water infrastructure, upgrades to comply with environmental and public health laws, system upgrades to combat emerging contaminants like PFOA, PFOS, and 1,4 dioxane, and improvements to address combined and/or sanitary sewer overflow impacts. Measurable results will be seen in the successful completion of these construction-focused projects, improved water quality, enhanced public health protection, and increased compliance with environmental regulations. The EFC's strategic priority is to invest in tangible infrastructure improvements that yield long-term benefits for New York's communities and environment, operating under the theory of change that targeted financial support for critical water infrastructure will directly lead to a healthier and more sustainable future for the state.

The New York State Department of Corrections and Community Supervision (DOCCS) invites applications from not-for-profit and for-profit providers for the development and operation of Community Based Residential Programs (CBRP) for individuals under Community Supervision. The CBRP is a housing initiative to assist parolees under the jurisdiction of DOCCS to attain stability in the community while providing for individual case needs and community safety. CBRPs provide food, counseling, and other services such as substance abuse treatment, educational/vocational training, mental health and social services to residents either directly or through referral to credentialed providers. (Note: a CBRP is not to be confused with Substance Use Residential Treatment Programs). To be eligible for an award, programs must have a current and valid Certificate of Occupancy (COO). For initial award, applicants must have the demonstrated ability to start the program on October 1, 2022, or upon approval by the Office of the State Comptroller (OSC). An approved site visit may be required by DOCCS within 10-days of a tentative contract award notification by the Commissioner.The components of this RFA are as follows:A CBRP provides a structured setting and services for a period of up to 120-days, withextensions available upon approval of DOCCS’ Re-Entry Contract Manager, to thefollowing client groups:Client Group A: Newly released parolees from state or local correctional facilities who do not have an acceptable residence.Client Group B: Parolees who require increased supervision and structure in order to change behavior patterns which, given case circumstances, may otherwise lead to re-incarceration; and/orrequire removal from their current living environment due to crisis situations or need for temporary housing.Client Group C: Parolees with mental health, physical and/or medical concerns.Client Group D: Parolees who have a history of sex offense(s) and/or arson.Many of the parolees have histories of chemical dependency, mental illness, unemployment, health concerns, and substandard housing. They are released from state or local incarceration after convictions for offenses for which they continue to serve a sentence that was imposed by a local County Court. They generally are returning to the communities where they were residing at the time of their arrest.DOCCS reserves the right to award more than one contract for a Catchment Area based on the need for residential programs that include Client Group D. DOCCS seeks to establish Community Based Residential Programs throughout New York State under the following general provisions and designated Catchment areas as listed in RFA 2021-02.
