Program Description: EDA makes planning and local technical assistance investments to support economic development, foster job creation, and attract private investment in economically distressed areas of the United States. Under the Planning program, EDA makes Partnership Planning, Short-Term Planning, and State Planning awards to eligible recipients to create and implement regional economic development plans designed to build capacity and guide the economic prosperity and resiliency of an area or region. More specifically, EDA makes Partnership Planning investments to designated planning organizations (i.e., District Organizations) serving EDA-designated Economic Development Districts and to Indian Tribes to facilitate the development, implementation, revision, or replacement of Comprehensive Economic Development Strategies (CEDS), which articulate and prioritize the strategic economic goals of recipients respective regions. EDA also makes Short-Term and State Planning awards for economic development planning activities that guide the eventual creation and retention of high-quality jobs, particularly for the unemployed and underemployed in the Nations most economically distressed regions. Under the Local Technical Assistance program, EDA makes awards to strengthen the capacity of local or State organizations, institutions of higher education, and other eligible entities to undertake and promote effective economic development programs through projects such as feasibility studies, impact analyses, disaster resiliency plans, and project planning. *Please note: While the published Notice of Funding Opportunity (available under "Related Documents") states that the ED900A form and the SF424B form are both required for a complete application, these forms are no longer required and have therefore been removed from the package template.

Community Grants Summer Round grant applications (for projects beginning after August 1): The Community Foundation of Greene County's General Community Grants are funded through the Field of Interest Funds and discretionary funds such as The Good For Greene Fund and The Francis “Bob” Bradford Fund. These grants support projects aligning with the goals of specific funds, aimed at enhancing the quality of life in Greene County, Pennsylvania. Projects can span various sectors including animal welfare, environmental protection, arts and culture, community development, education, health, and human needs. The award for a Community Grant does not exceed $5,000. Applications are considered based on their potential impact, promotion of cooperation among agencies, and effectiveness in addressing community needs. Grant renewed every year. The City of York's Education, Empowerment & Enhancement (3E) Grant Program is supported by ARPA funds and aims to increase the operating capacity of small businesses. The alignment with the city's mission is evident in its focus on supporting local businesses, particularly those in Qualified Census Tract (QCT) areas, which the U.S. Treasury recognizes as disproportionately impacted. The primary target beneficiaries of the 3E Grant Program are small business owners in the City of York who are minorities, women, or people with disabilities. To be eligible, businesses must also earn $500,000 or less in annual gross revenues, be registered, licensed, and in good standing on all City taxes and obligations, and be physically located within a QCT in the City of York. Additionally, no owners should have been convicted of financial crimes within the past three years. The program's impact goals are centered on fostering business growth and stability within these underserved communities by providing resources for education, professional development, and operational enhancements. The program's priorities and focuses are clearly outlined by the "3E's": Education, Empowerment, and Enhancement. Education encompasses classes, certificates, and training for business owners and/or their employees. Empowerment focuses on retreats, workshops, and coaching to build professional development. Enhancement involves improvements to business operations through new software, products, or equipment. These areas represent the core strategies through which the grant intends to address the operational capacity and growth challenges faced by eligible small businesses. Expected outcomes include a measurable increase in the operating capacity of participating small businesses. This can manifest as improved skills through education, enhanced leadership and strategic thinking through empowerment, and increased efficiency or service offerings through operational enhancements. Eligible costs must occur within a year of receiving grant funds, providing a clear timeframe for impact. The program's theory of change posits that by investing in these key areas, the City of York can create a more equitable and robust local economy, particularly for businesses in historically disadvantaged areas, leading to sustained growth and community benefit.

The ARLE Transportation Enhancements Grant Program, administered by the Pennsylvania Department of Transportation (PennDOT), funds safety and mobility projects using revenue from automated red light and speed enforcement systems. Established in 2010, ARLE aims to reduce vehicle crashes and improve safety at signalized intersections by utilizing fines collected through enforcement systems. Eligible projects include roadway safety upgrades, bicycle and pedestrian improvements, traffic signal improvements, and other transportation enhancements. The program is reimbursement-based with no match requirement, and the total anticipated funding for FY 2024-2025 is approximately $32 million.

The Pennsylvania HOME-American Rescue Plan Supportive Services (HOME-ARP SS) funds can provide a broad range of supportive services to individuals and families that meet one of the qualifying populations as defined in Notice CPD-21-10: Requirements for the Use of Funds in the HOME-American Rescue Plan Program. Supportive services may be provided to individuals and families who are not already receiving the services outlined in the Notice through another program. Applicants may establish a separate supportive services activity or activities or may combine supportive services with other HOME-ARP activities. Notice CPD-21-10: Requirements for the Use of Funds in the HOME-American Rescue Plan Program HOME-ARP funding is provided by the U.S. Department of Housing and Urban Development (HUD) and administered by DCED. Financial Info: The minimum funding request for Supportive Services projects is $25,000. Up to 5% may be requested for administrative costs.

The 2024 Parks, Fields, Trails Grant, funded by the Erie County Gaming Revenue Authority, offers $10,000 to $100,000 for capital projects that improve public parks, athletic fields, and trails in Erie County, Pennsylvania, aiming to promote healthy lifestyles, enhance local tourism, and rejuvenate neighborhoods, with a focus on projects that provide social, educational, cultural, health, recreation, and/or economic benefits to residents.

This program provides funding to support the establishment and operation of specialized court systems in Pennsylvania that focus on reducing impaired driving through judicial training and dedicated probation officers.

This program provides funding to expand high-speed internet access across Pennsylvania, targeting underserved communities and ensuring equitable broadband deployment.

The U.S. Department of Agriculture, Forest Service will support projects in the Great Lakes basin that implement the following strategic, priority actions: Mitigate Invasive Forest Insect and Disease ImpactsImplement targeted reforestation and forest protection actions to minimize invasive forest insect and disease impacts on watersheds. Reduce Runoff through Green Infrastructure Capture or treat stormwater runoff by planting trees and other vegetation as an integral component of green infrastructure. Restore and Connect Coastal and Riparian Forest Habitats Protect, restore, and enhance high-quality coastal zone and connecting riparian ecosystems where trees are an important component. The minimum and maximum Federal funding requests vary depending on program area, with an overall range of $50,000 to $300,000.
